The Analysis Of Economic Growth Based On Structural Upgrade Of Human Capital

Structural upgrade of human capital is the process which human capital gradually upgrades from low level to high level during the development of human capital,and finally realizes the high-level human capital-led situation,emphasizing the dynamic process of human capital upgrading,we regard it the advanced development of human capital.This paper argues that the role of human capital gradient escalation in economic growth is mainly manifested in three aspects:First,structural upgrade of human capital promotes economic growth through technological structure upgrades and dynamic matching of technological innovations.With the transformation and upgrading of industrial structure,demand has shifted from human capital with basic experience and skills to the third gradient human capital with professional technical knowledge,that is,the transformation and upgrading of industrial structure has promoted the structural upgrade of human capital.The structural upgrade of human capital has in turn further stimulated industrial upgrading and innovation,which has driven the rapid development of the economy.Secondly,human capital with different structures may show a certain degree of difference in economic growth.The third structures of human capital has a significantly higher pulling effect on economic growth than the first and second structures of human capital.In addition,due to the differences in institutional development environment,internal structure of human capital,and human capital development related policies in different regions,human capital may also show a certain degree of difference in economic growth in different regions.Regions such as eastern city,which economic promotion effect is significantly higher than that of central and western regions,whose economic is underdeveloped.Considering the spatial agglomeration and liquidity of human capital,the human capital gradient escalation may have a spatial spillover effect on economic growth.That is,the human capital gradient upgrade should be able to radiate the surrounding areas while driving the economic growth of the region,and drive economic growth in the surrounding areas.Based on the above analysis,this paper proposes the following countermeasures in combination with the status quo of China's human capital development:Continue to promote the popularization of compulsory education and extend the period of compulsory education,and give priority to the promotion of 12-year compulsory education in conditional areas;accelerate the transition of middle-level human capital to high-level human capital,and encourage human capital from low to high levels by improving individual labor literacy Promote;promote the matching of human capital structure and industrial structure,adjust the level of human capital structure according to the industrial development model timely,realize the coordination and matching of human capital development and industrial structure optimization and upgrading;vigorously promote the realization of human capital advanced development,and promote the third gradient In the process of deepening and widening human capital,we must ensure the continuous advancement of higher education;correct the mismatch of human capital,reduce human capital in the public sector and monopoly departments excessively accumulated,balance the distribution of human capital through relevant policy regulations and institutional constraints.
