As China's economic development enters a new normal,China's economy is shifting from traditional factor-driven and investment-driven to innovation-driven.In this process,the impact of human capital on economic growth is also becoming more and more significant.As one of China's most important economic zones,the economic growth of the Beijing-Tianj in-Hebei region is also facing a transformation.At the same time,there are problems such as uneven distribution of resources and uneven distribution of talents in Beijing-Tianjin-Hebei.Beijing has too many high-quality resources,and Tianjin and Hebei cannot have the high-quality resources needed for economic development.These problems have created certain obstacles to the economic transformation of Beijing-Tianjin-Hebei,especially in Tianjin and Hebei,and have also affected the coordinated development of Beijing-Tianjin-Hebei.Implementation of the national strategy.In addition,the economic development mode of Beijing,Tianjin and Hebei is still relatively extensive,and the human resources are not fully utilized.The economic transformation of the three places faces certain challenges.Therefore,discussing and analyzing the human capital situation in Beijing,Tianjin and Hebei,and examining the impact of the human capital level on economic growth in the three places has important practical significance for promoting the high-quality development of Beijing-Tianjin-Hebei and accelerating the implementation of the national strategy of coordinated development of Beijing-Tianjin-Hebei.This paper summarizes the research on human capital related literature and theory and the relationship between human capital and economic growth,and summarizes the human capital measurenrent method and economic growth model.At the same time,it analyzes and discusses the economic development status and human capital status of Beijing,Tianjin and Hebei,and analyzes the economic aggregate and per capita level,the quantity and quality of human capital in the three places.On this basis,using the Lucas human capital spillover model,an empirical study on the impact of Beijing-Tianjin-Hebei human capital on economic growth,respectively,obtains the factor output elasticity of the three physical capitals and human capital,and calculates two capital pairs.The contribution rate of economic growth is divided into three stages:medium-high speed,high-speed and new normal according to the economic growth rate.The changes in the contribution of capital to economic growth in each stage are compared,and compared with the relevant situation in Shanghai.analysis.According to the analysis of the status quo and the results of empirical analysis,the conclusions of the human capital status of Beijing-Tianjin-Hebei and its impact on economic growth are obtained,and some feasible and effective policy recommendations are proposed for the conclusions.The main conclusions of this paper are as follows:The human capital of Beijing,Tianjin and Hebei has a positive effect on economic growth,but Beijing's promotion effect is greater than that of Tianjin and Hebei.The impacts of human capital stocks and levels on economic growth in the three stages of the Beijing-Tianjin-Hebei region have changed to varying degrees.The impact of human capital stocks on economic growth in three phases in Beijing is greater than that in Tianjin and Hebei.After 2013,the impact of human capital levels on economic growth has been significantly reduced.Except for 2004-2012,the contribution of human capital stock and level to economic growth in Beijing is greater than that of Shanghai Overseas.In other stages,the contribution of human capital to the economic growth of Beijing,Tianjin and Hebei is less than that of Shanghai,and the contribution of human capital to economic growth in the three places.is less than the contribution of physical capital.According to the conclusions obtained,this paper puts forward some policy recommendations to attract high-quality talents,promote the balanced distribution of resources such as education and medical care,and promote the effective and full functioning of human capital.
