In spite of the fact that various special governance activities have been carried out countrywide after the issuance of schemes governing after-school tutoring institutions,there are still many teachers from public schools offering paid remedial classes after school.In China,exam-oriented education is still in the lead,in which,Hengshui High School of Hebei and MaoTanchang Middle School of Anhui Lu’an appear to be the benchmark.College Entrance Exam is generally accepted as the most fair selective exam that could change the plight of students and achieve social mobility.The score students get in College Entrance Exam is a testament to their abilities.Students are in urgent need of extra-curricular tutoring for their pursuit of high scores in exams,and the low payment in public schools has made teachers the most important supplier of after-school tutoring.In the free market,the failure of government regulation has contributed to the expansion of training market and also resulted in a raft of problems.Thanks to the prosperity and booming of country,people has shifted their attention from demographic dividend to talent dividend and attached more importance to education.It is of great necessity to reflect on how to further develop after-school tutoring,a supplement to formal education and what kind of role teachers should play in this process.This paper is aimed at studying the reasons for the repeated emergence of paid after-school tutoring among teachers from public middle schools by means of literature survey,questionnaire survey and interview.It also explores the deep-rooted causes of such phenomenon and proposes feasible suggestions on this basis.This paper falls into four parts:The first part is Introduction,including the reasons of selecting this subject,research objective and significance,research status at home and abroad,and research approach and methods.The second part expounds on the basic concepts of paid after-school tutoring and places special emphasis on the current situation of legislation and industry development as well as the basic theoretical interpretation.The third part probes into the causes from the aspects of family,allocation of quality education resources,exam-oriented educational system,employment competition and government regulation.The fourth part proposes feasible suggestions for prohibiting teachers from public middle schools from offering paid after-school tutoring classes.The author is convinced that the fundamental measures include the control of students’ demand for tutoring classes and the macroscopic guidance of government and puts forward the following suggestions,including the setting of system of application for colleges and universities,establishment of teachers’ credit reference system,inclusion of teachers into the regular payroll of civil servants,increase of technical threshold of teachers,standardization of tutoring market,establishment of compulsory tutoring center at community level,strengthening the basic literacy of teachers and encouraging of parents’ participation.
