| Education is the foundation of all ages.Teacher are the foundation of education plan.Being responsible for letting every child grow up healthily and do well in the education,teachers are the base of the education and the source of revitalizing education.In the current period of social transformation,China’s education governance is facing severe challenges.Negative reports frequently appeared in the process of teacher management.Among them,the participation of in-service teachers in public primary and secondary schools was particularly prominent.The paid make-up classes violates the concept of quality education,which increases the burden of students’ academic work,damage to the morality and atmosphere of teachers and breeds education corruption.In order to eliminate the negative impact of in-service teachers’ paid make-up classes and prevent the erosion of such behaviors on the education system and students’ interests,the national education authorities have issued bans prohibiting in-service teachers from participating in paid make-up classes repeatedly.However,paid make-up classes are not in a low trend,but the price has risen and the form has been refurbished.How to make accurate measures for the paid make-up classes of in-service teachers is the major subject facing local governments.For the above reasons,the article start research with the topic of Governance and strategy for paid make-up classes of In-service Teachers of Public Schools in Jilin Province—Taking City A as an Example.The research is carried out in order to provide useful reference for the government to compensate the in-service teachers.In order to provide useful reference for the government to manage.This article consists of three parts: introduction,body and conclusion.The introduction mainly introduces the research background,research significance,research methods,innovations and shortcoming,and also summarizes the research status of paid make-up classes at home and abroad.First,this article defines the relevant concepts of the governance in paid make-up classes of in-service teachers in public primary and secondary schools,using the theory of responsible government and cooperative government governance to analyze the applicability of this paper.Then,a questionnaire survey was conducted on the parents of the students in the primary and secondary schools in five the urban areas of A city of Jilin province,which helps to understand the status of paid make-up classes of in-service teachers in public schools there.According to the survey results,it is found that there are still some problems in the process of the top-level design of the governance system,the functional conflicts in the governance system,and the blocked operational mechanism of governance.The analysis of the causes of the problem mainly focuses on the three aspects: the unequal ability and status of each governance subject,lack of trust and department barriers,and the lack of cooperation consensus among the governance subjects.By drawing on the experiences in the major developed countries,Shandong province and Ningxia province in China,this article gives feasible measurements in the following aspects: government needs to play the leading role;each primary and secondary school should fulfill the main responsibility of paying make-up classes;social organization can release the power to provide intellectual support for governance;the trust mechanism needs to be improved among the subjects of social cooperation governance;the multi-subject communication mechanism needs to open up;the incentive mechanism should be improved;the check linkage mechanism and the information sharing system should be established;the responsibility distribution system should be improved. |
