Study Of Government Supervision On Family-owned Private Kindergarten

With the liberalization of the two-child policy,the number of kindergarten students has increased year by year.Which makes that the number of public kindergartens cannot meet the needs of parents.As a good supplement to pre-school education,private kindergartens have gradually become the main force of pre-school education in China,promoting the development of pre-school education.Among them,family-owned private kindergartens play an important part in private kindergartens.Due to their novel models and flexible services,they are becoming more and more popular.It can be seen that family-owned private kindergartens have great value and significance.However,there also exist a series of problems,such as relatively poor conditions lower than standard,hidden dangers of safety and health,low quality of children care,irregular management of kindergartens,lack of government supervision,etc.These problems have hindered the healthy and orderly development of family-owned kindergartens,Based on the development status of family-owned private kindergartens in China,the theory of public goods and market failure theory,this paper takes Nanning household-style private kindergartens as the research object to analyze the development status and existing problems of family-owned private kindergartens,the status and dilemma of government supervision.And further,some countermeasures for government supervision on private kindergartens are proposed to promote the healthy development of family-owned private kindergartens.This paper first introduces the research background and significance,summarizes the national and international research on the family-owned private kindergarten,and then determines the research objectives,content,research methods and technical routes.After defining the core concepts and theoretical basis of the thesis,we then proceed from the development trend and demand situation of Guangxi kindergartens,as well as the current situation of family-owned private kindergartens in Nanning,to summarize the development status of family-owned kindergartens in Nanning,the status of government supervision and dilemma,such as imperfect laws/regulations,and unsound access/exit mechanisms.Finally,we put forward corresponding countermeasures for the current government supervision of the family-owned private kindergartens in Nanning,including improving the legal system of government supervision,enhancing the supervision modes of government departments,and strengthening the research on government supervision mechanism.
