The twenty-first century is the era of knowledge economy.Under the impact of globalization,what does a country to do with the macroeconomics is becoming more and more limited,if a country wants to have an advantage in the intense international competition,it must pay attention to the development of human capital.As a result,many countries in the world have lifted their lifelong learning to the "strategic" heights,in which the lifelong learning strategy of EU countries have achieved a certain effect.To this end,this research is based on the theory of strategic management,choose the development of the national lifelong learning strategy as the research topic,through the method of comparative research,ext analysis and literature research,to explore the caracteristics and problems in the textual formulation,the implementation and the evaluation of EU countries' lifelong learning strategies,hoping to get relevant revelation,so as to provide a reference for the construction of lifelong learning system in China.First of all,the paper makes a brief introduction to the origin and significance of the study,and gives a more detailed review of the research on lifelong learning?lifelong learning strategy and the study of lifelong learning strategies in EU countries,and discusses the relationship between strategic management theory and lifelong learning strategy research to find the fit points,choose the right research methods and routes,put forward possible innovations.Secondly,the paper defines the connotation of "lifelong learning","strategy" and "lifelong learning strategy",and describes the development of lifelong learning strategy.At the same time,it defines three basic elements of strategic development:strategic text formulation,strategy implementation and strategic evaluation,and explains the cotent of the elements and the interrelationships between the elements,thus sets up the analytical framework of this research,lays a theoretical foundation for the follow-up study.Thirdly,the paper makes an effective analysis of the economic environment,population environment and policy environment of the EU national lifelong learning strategy,and reveals the motivations of the lifelong learning strategy in EU countries.On the basis of the above,this paper analyzes the characteristics and problems of lifelong learning strategies in EU countries from three dimensions: lifelong learning strategy text,strategy implementation and strategic evaluation.Then,according to the characteristics and problems of the lifelong learning strategy of the EU countries,the paper draws the important enlightenment of the lifelong learning strategy.First,in the formulation of the strategy text,should clarify the strategic positioning,pay attention to the decomposition of the strategic objectives,pay attention to letting multi-stakeholder take part in.The second is in the implementation of the strategy,should be issued with a continuous lifelong learning policy,strategic participation departments should establish an accountability system,the strategic culture should increase people's recognition of life culture,financial aspects should be established transparent financing mechanism;Third,in the strategic evaluation,should establish a comprehensive strategic evaluation system,establish a dedicated lifelong learning quality assurance agencies,increase the investigation of vulnerable groups,evaluation methods should be based on quantitative research to make depth analysis,and establish a lifelong learning data monitoring system.Finally,the paper makes a deep reflection on the shortcomings of this study,and points out the direction of the following study.
