Strategic management is a management organization, with China’s new industrialization and the launching of the new rural construction, widely used in strategic management of social management practices in all types of organizations, strategic management has become a hot topic of one of the management community. Higher education as non-profit organization with no apparent gain or loss, measured by its level of development reached in its mission or not. The environment in its development period of significant change, but also need to clarify their mission through the strategic analysis of the changes, and thus establish the proper vision to develop for the development of strategic objectives, and select the feasible strategic measures for effective implementation of the strategy and Assessment, contributed to the realization of its mission.In this paper, the general environment, competitive environment and the Chengdu Institute of Chengdu Institute of EFE perspective changes in the external environment; state of existing strategies from Chengdu University, Chengdu Institute of IFE and the combination of four elements, Chengdu University, Chengdu Institute of point of view of internal conditions change in the situation.
