Research On The Development Strategy Of H Seafarer Training Institutions

The Eighteenth National Congress of the Communist Party of China put forward the strategic goal of building a powerful maritime country.The report of the Nineteenth National Congress of the CPC further put forward the strategic plan of "adhering to the overall planning of land and sea and speeding up the construction of a powerful marine country".In 2014,the State Council's Opinions on Promoting the Healthy Development of the Maritime Industry called for "improving the personnel training system and mechanism of the maritime industry,strengthening the construction of seafarers,especially senior seafarers,and vigorously training professional and international maritime personnel".In 2015,the Ministry of Transport formulated the "China Seafarer Development Plan(2016-2020)".All these have pointed out the direction for the development of China's shipping industry in the new era of reform and opening up.Focusing on the research objective of "H Seafarer Training Institutions development strategy",this paper uses PEST analysis tool,Porter's "five forces model" and SWOT analysis method to analyze the development background of the current shipping market and the internal and external market environment faced by H crew training institution,and obtains three basic judgments:Firstly,the analysis based on PEST model and Porter's "Five Forces Model" shows that the current industry environment of H Seafarer Training Institutions is mixed,and the demand of crew market at home and abroad is strong,but the requirements for training quality and training means are constantly improving.Whether effective strategic arrangements can be made according to the trend of talent demand development is decisive to the development prospects of H crew training institutions.Secondly,with the help of SWOT analysis tools,the analysis of the strengths,weaknesses,opportunities and threats of the current H Seafarer Training Institutions shows that the relatively perfect infrastructure,good teachers,advantages of professional settings and flexible operation mechanism are the advantages of the development of H Seafarer Training Institutions;the development of shipping market and the supply and demand gap of the crew market,especially the senior crew,are the advantages of the H Seafarer Training Institutions.It provides a good opportunity for development,but the lack of investment,policy implementation and senior professionals brings serious challenges and pressures to the development of H Seafarer Training Institutions.Thirdly,based on the concept of value chain and the analysis of strategic environment,H Seafarer Training Institutions urgently need to adopt a new strategic combination model,develop strengths and avoid weaknesses,innovate development path,break through development bottlenecks and reshape development advantages.To this end,we need to further implement the strategic objectives of infrastructure construction,practice base construction,specialty and curriculum construction,education and teaching reform and teacher team construction.Based on the above judgments,H Seafarer Training Institutions need to actively promote specific measures conducive to the implementation of the development strategy,such as new student quality evaluation indicators,new teaching quality engineering,new professional and curriculum layout,and new school-enterprise cooperation mode.At the same time,it is necessary to provide all-round guarantee for the construction of management system and mechanism,the expansion of capital utilization efficiency and investment channels,the construction of teachers to meet the needs of school development,and high-level internal management.
