Research On The Investment Of Higher Education Funds In Jiangxi Province

One hundred-year plan,education-oriented.Since December 1978,the grand prelude of reform and opening up,Jiangxi province has paid more and more attention to the preparation of education,especially the progress of higher education construction,such as a large increase in the number of colleges and universities,grade gradually upgraded,the infrastructure is improving,the teaching staff is becoming more and more abundant,the quality of teaching steadily improved,these indelible achievements make Jiangxi province higher education popularization level continuously improved,more for the country to cultivate and convey a large number of high-quality talents.However,the contradiction between the increasing demand for university construction and insufficient and unbalanced investment in education funds is becoming more and more prominent.Therefore,this study focuses on the investment of higher education in Jiangxi province,using the method of literature,comparative analysis,historical method and empirical analysis,to show the current situation of higher education investment in Jiangxi province,find out the existing problems of investment,and then analyze the reasons,and finally put forward the corresponding optimization countermeasures.This paper consists of five parts,the specific chapters are as follows:The first chapter,introduction.This paper introduces the relevant research background,research significance,research summary,research methods,innovation and deficiency,etc.The second chapter,elaborated the foreign public goods theory,the human capital theory,the cost sharing theory,and unifies the domestic correlation higher education research,gradually understood the higher education product attribute,reveals the higher education investment accumulated the human resources to the social economic development huge function and consummates the cost sharing system is relieves the fund investment insufficiency the inevitable trend,these theories have the extremely enlightenment significance to the Jiangxi province to find the correct higher education development direction,realizes the education resources efficient utilization.The third chapter,combined with the above theoretical basis,using the China statistical yearbook of education funds,China statistical yearbook and Jiangxi provincial statistical yearbook of education funds,Jiangxi provincial statistical yearbook and the national bureau of statistics and other data to calculate and compare the total income of higher education funds in Jiangxi province,the proportion of each source channel investment,student average education expenditure and other basic status of empirical analysis,found that the advantages and disadvantages of higher education funding in Jiangxi province.The fourth chapter,the Jiangxi province higher education funds investment existence main question and the formation reason has carried on the thorough research.It is found that Jiangxi province has some major problems,such as insufficient investment in absolute amount,slow growth in relative amount,large gap between the average expenditure on education of students and the national average level and developed provinces,unreasonable proportion of various income sources,etc.And think from the problem,Jiangxi province in colleges and universities under the influence of large-scale enrollment expansion,higher education funding by the central government funding support strength is small and the local economic strength is not strong enough,the financial allocation system is not perfect lead to the utilization rate of education resources is not high,the source of education funding income substantial " canal more water less",a large number of local talent outflow to the local financial invisible pressure and other reasons.The fifth chapter,put forward the policy and suggestion of optimizing Jiangxi higher education investment.In order to alleviate the problem of higher education investment in Jiangxi province,we must do a good job in the overall program planning,gradually form a scientific input thinking paradigm,improve the cost sharing system;Timely adjustment of fiscal policy,strive for central funds and establish a standardized funding system;To attract social forces to actively participate in donations,rich forms of donations,the establishment of efficient supervision mechanism;Actively introduce talents,create a high-quality talent environment,this part of the content to improve the competitiveness of higher education in Jiangxi province provides specific ideas,to speed up the process of popularization of higher education and promote the sustainable development of higher education quality,to achieve the construction of high quality and high efficiency of colleges and universities in Jiangxi province has a very important guiding value.
