Research On The Implementation Mechanism Of Rural Teacher Honor System

To answer the call of <Rural teacher supporting scheme(from the year of 2015 to 2020)>,national provinces created rural teacher honor system on after another,which were put into practice in different extent,however,as the imperfection of its implementation mechanism,some district even simplified it to issue a piece of certificate,which made the incentive function of rural teacher honor system not obvious,what's more,researches about implementing rural teacher honor system are also feeble in the academic world,therefore,it's of great importance to discuss creating a perfect implementing mechanism to improve the incentive function of rural teacher honor system which possesses scientificity,comprehensiveness and maneuverability.Establishing implementing mechanism of rural teacher honor system will provide benefits to enrich teacher honor system's theoretical research,standardize the implementing process of rural teacher honor system and improve rural teacher honor system's incentive function.the course of building need to be based on teachers' professional development theory,motivation theory,whole-process management theory and social identity theory,obey the principles of motivation-guided,developmental,impartial and multi-participation,then take scientific theory as guidance,do deep investigation,refer to oversea advanced experience and integrate all resources adequately.The author has done an investigation on 393 rural teachers in Gannan District by questionnaire and interview,the investigation indicates that the main problems in the current implementing process of rural teacher honor system includes: short of whole-process management design for the implementing mechanism,pre-honor guidance of implementing rural teacher honor system is not sufficient,Rural teachers' sense of honor from implementation of this system is not strong,and the post-honor management measure for the honored rural teacher is not well-placed.To perfect the implementation mechanism of rural teacher honor system,this paper starts from the aspect of whole-process management,divides the implementing course of rural teacher honor system into before,while and after three stages,and through rural teachers' guidance of pre-honor,stimulation of while-honor,management of after-honor discuss the establishment of ruralteacher honor system's implementing mechanism.
