In the face of the overall strategic situation of the great rejuvenation of the Chinese nation and the great changes not seen in the world in a century,the General Secretary of Xi,stressed that China should comprehensively improve its ability to prevent and resolve major risks.In recent years,all kinds of public health emergencies have occurred frequently.Incidents like poison capsule,long life vaccine and COVID-19 have posed a serious threat to public health and social development.As a result,public health emergencies are related to the interests of the public.If the relevant departments do not timely and effectively guide the negative public opinion,it is very likely to stimulate public panic,threaten social stability,and even pose a threat to national security.At the same time,with the popularity of the Internet and the wide application of all kinds of new media,microblog,wechat,community forum and other network platforms have become an important way for netizens to express their opinions and emotions.The whole society has entered a new era in which everyone has a microphone.Citizens use the Internet to receive all kinds of information about the development of events in time and express their own opinions on events anytime and anywhere,Express personal demands and positions,and then form a strong public opinion field.Novel coronavirus pneumonia prevention and control and economic and social development conference were emphasized in the work of coordinating the promotion of public opinion,strengthening public opinion guidance,and regulating and improving the mechanism of information release.In order to truly solve the problem of network public opinion of public health emergencies in the bud and before disasters,it requires us to strengthen the research on the evolution characteristics of network public opinion of public health emergencies,grasp the evolution law of network public opinion,and build a practical public opinion guidance mechanism.Based on the perspective of multi-dimensional data fusion,this study deeply analyzes the evolution characteristics of network public opinion of public health emergencies,and aims to build a practical,three-dimensional and diversified network public opinion guidance mechanism of public health emergencies.The specific contents are as follows: firstly,it summarizes and combs the research status of public health emergencies,their public opinion and guidance at home and abroad,Based on the review of previous studies,this paper defines the related concepts of public health emergencies and their network public opinion,and defines the content and characteristics of the research object;Secondly,based on the perspective of multi-dimensional data fusion,build a multi-dimensional data fusion network public opinion guidance logical framework,through the life cycle data dimension,emotional data dimension The data fusion of three dimensions of topic data dimension perceives the emotion and topic of network public opinion of public health emergencies and changes with the fluctuation of public opinion life cycle,obtains the public opinion topic and user emotional tendency in the key period,analyzes the characteristics of network public opinion of public health emergencies,makes visual presentation,and takes the "longevity vaccine event" as an example for empirical research;Finally,according to the above research,an all-round and three-dimensional network public opinion guidance mechanism for public health emergencies is constructed,that is,the "three-step" early warning mechanism,"one core and multiple" linkage mechanism and the "five-one" guarantee mechanism.Based on situational awareness theory,life cycle theory,agenda setting theory and other discipline theories,this paper studies the characteristics and guidance mechanism of network public opinion of major public health emergencies from the perspective of multidimensional data fusion,combines theory with practice,and provides a useful exploration for the interdisciplinary development of the research field of network public opinion of public health emergencies,It plays a role in promoting the development of public opinion in accurately deconstructing public health emergencies,and aims to provide reference for relevant departments to deal with and solve public opinion problems in public health emergencies.
