With the continuous development of China's economy and society,the people's living standards and fitness needs are also growing.General Secretary Xi said that “there is no comprehensive well-being without the health of the whole people”,and sports venues as an important material basis for national fitness,its development affects The implementation of the "Healthy China 2030" strategy and the pace of building a well-off society in an all-round way.According to the “Sixth National Sports Ground Census Data”,college sports stadiums have become an important force in the service of the sports stadiums in China,both in terms of quantity and quality.However,there are still as many as 55% of the university sports stadiums in the society.open.Guangzhou University City,as the country's largest higher education infrastructure with the most complete infrastructure facilities and the most abundant sports facilities,is also not open to the public.The state has continuously introduced relevant policies for the opening of university sports venues to the society,but the current level of openness is far from enough to meet the fitness needs of the masses,which is contrary to the spirit of national policy.At this stage,there are blind spots in the implementation of the open policy of university sports venues in public policy research and even in school sports related research.Since the promulgation of the policy,the issue of whether the implementation of the opening policy of colleges and universities in Guangzhou University City has reached the expected goal has not received the attention of scholars.The promulgation of the "Implementation Opinions of the Ministry of Education and the State Sports General Administration on Promoting the Opening of School Sports Venues to the Society" is a new starting point for promoting the opening of university sports venues to the society.This paper uses the theoretical model of policy implementation proposed by American scholar Smith to conduct a comprehensive survey of the policy implementation of the opening of the stadiums of ten universities in Guangzhou University by means of questionnaires and expert interviews,pointing out the problems and analyzing them.In order to propose measures to expand the way out.Through the research,the following conclusions were drawn:1.Based on the four dimensions of the Smith model,the promulgation of about 25 relevant national policies has laid a good foundation for implementation,and Guangzhou University City has the advantages of superior natural ecological environment,stadium resources and convenient transportation network.Currently,Guangzhou University City The stadiums of the ten colleges and universities have been opened to the public to varying degrees,but the general public still has low evaluation of the satisfaction of the opening situation.2.Through research,it is found that the problems of policy system support and university policy implementation are more prominent.Mainly related to the operability of relevant policies is not strong,as well as the supervision and evaluation and incentive mechanisms are not perfect,resulting in the lack of awareness of the school leaders on the policy,which in turn leads to the lack of openness of the university sports venues in Guangzhou University City.3.This paper proposes countermeasures for improving policy support: it should rely on multi-sector joint implementation of operational implementation methods,and at the same time improve the multi-level policy supervision system with government administrative departments,universities and society,and establish the performance and honor of stadium managers.Incentive measures,in-depth exploration of the inclusion of public finance and medical insurance systems,in order to broaden the sources of funding for university sports venues to open to the public.4.The countermeasures proposed in this paper to optimize the implementation of colleges and universities are as follows: the opening of college sports venues to the society should be included in the assessment of the school leaders by the higher authorities.In addition,the concept of joint construction and sharing should be established to establish a professional full-time operation company.It can be entrusted to the management of professional operating companies by the US NCAA model.It can also be jointly established by independent universities and universities,or each university can set up a full-time management position or department within the school to manage operations.
