Founding six decades, especially the reform and opening up the past three decades, China has made remarkable achievements in education. Turn of the century, China's nine-year compulsory education basically universal and basically eliminate illiteracy among young adults in 2008, then the full realization of free compulsory education universal in some areas have even the first 12 years of education, all the history of the development of education in our country have epoch-making significance. With the rapid economic development, urbanization accelerated process of continuous improvement of people's living standards, employment, competition increasingly fierce, the masses more and more high expectations for education. The cause of the rapid development of China's education course also encountered a lot of problems, such as intensifying the "School Choice hot" issue, the problem of inadequate resources, high-quality, educational backwardness of rural issues, of which the most prominent is the long-term dual economic system in China urban and rural basic education gap.At present, in building a harmonious society, the pursuit of social justice, background, urban and rural basic education in rural and urban education policy, school conditions, teaching staff, financial investment, etc. that are not in a balanced education is increasingly becoming a balanced and equitable development of education, the "bottleneck", In China, the rapid development of urban and rural economy, increase income and other factors have led to quality basic education, especially to the growing demand for higher education, which formed the people's strong demand for quality education, and inadequate supply of educational resources between the contradiction to the Education and Manpower urban and rural areas and promote balanced development of basic education in urban and rural areas become China's basic education in the new era, the new phase of the inevitable choice. Some of the world countries, such as the United States and Japan, in co-ordination of education provides us can learn from the experience in many parts of our country to co-ordinate the successful implementation of urban and rural education, another for the rest of the country provide a co-ordinating the implementation of urban and rural basic education feasibility. A comprehensive analysis of China's urban and rural basic education is not a balanced status quo, the implementation of the Education and Manpower of the necessity and feasibility of urban and rural domestic and international success stories such as the Education and Manpower, in order to achieve the balanced development of urban and rural basic education, I believe that our government should adopt the responsibility of the Government to strengthen and deepen investment reform, adjustment and innovation in science education, distribution, and improve teacher distribution mechanism, the use of modern distance education and other measures to narrow the gap between urban and rural basic education, promote the balanced development of urban and rural basic education, and ultimately the achievement of educational equity.
