Since the 21st century,economic globalization has gradually become an important trend of world economic development.The flow and competition of talents among countries is an inevitable trend under the background of economic globalization,and also occupies an important position in this process.In the process of economic globalization,in order to gain more competitive advantages and development space,various countries have invested in the army of competing for talents,especially the introduction of high-level talents is an important measure in the world talent competition.As an important resource in the process of economic and social development,in the face of financial crisis and economic transformation period,talent,especially leading talent,has become a scarce strategic talent,and has become the object of competition in the world.In recent years,the central government has issued the "Opinions on Deepening the Reform of Talent Development System and Mechanism".Provinces and municipalities have also introduced new policies for talents,which put forward higher requirements for continuing the reform of Talent Development System and Mechanism and further improving the work of talents.In this context,according to their own conditions,provinces and municipalities have raised the construction of talent team to the strategic height of strong provinces and cities,and studied and formulated the guidelines and policies for the introduction of leading talents in the new era.Leading talents standing at the high end of industry and at the forefront of science and technology are the main force to accelerate industrial development and promote entrepreneurship and innovation.In terms of traditional industrial innovation,high-tech entrepreneurship,the introduction of new ideas,and the blending of Chinese and foreign cultures,leading talents all have unique roles and advantages.In recent years,Tianning District has firmly established the concept of "talent is the first resource",thoroughly implemented the overall requirements of the Southern Jiangsu Modernization Demonstration Zone,the National Independent Innovation Demonstration Zone and the Talent Management Reform Pilot Zone,implemented the objectives and tasks of the Thirteenth Five-Year Plan Outline for National Economic and Social Development of Tianning District,vigorously introduced and nurtured all kinds of talents,and continuously created excellent talent development environment and excitement.Develop talent innovation and entrepreneurial vitality,give full play to the role of all kinds of talents in the economic and social development of Tianning,and build a team of talents to lead the development of Tianning.Based on the previous research results,this study defines the related concepts of high-level talents,and summarizes the theory of high-level talents introduction and the current situation of high-level talents introduction at home and abroad.Then,the author analyses the successful experience of high-level talents introduction at home and abroad,which provides valuable reference for the formulation of high-level talents introduction measures in Tianning District of Changzhou City later.In addition,the present situation of high-level talent introduction in Tianning District of Changzhou City is analyzed emphatically,and the problems existing in the process of talent introduction are discussed.Finally,based on the above basic work and the actual situation of Tianning District of Changzhou City,the ideas and Countermeasures of high-level talent introduction in Tianning District of Changzhou City are put forward,including strengthening the mechanism of organization and coordination,formulating special projects to encourage talent introduction.The policy,the irnovation and entrepreneurship environment of high-level talents,the allocation of high-level talents resources and the effect of brand attraction are optimized.The safeguard measures of creating a good atmosphere for talent development,improving entrepreneurship project management and promoting the introduction of high-level talents are put forward.Based on this study:I hope it can provide some reference for the government departments of Tianning District in Changzhou when introducing high-level talents,and also provide relevant experience for other governments when introducing high-level talents.
