Talent training is the primary task and fundamental mission of universities.Graduate education,as a higher level of professional education following undergraduate education,is at the top level of higher education.It undertakes the task of cultivating various top-notch innovative talents for the society.Graduate assistant system in China possesses the function of financing and educating.It is a useful exploration and practice for improving the overall quality of graduate students and guaranteeing the quality of graduate education.This thesis takes graduate assistant system as the cut-in-point.The core issue is to understand the present situation of the implementation of graduate assistant system and discover the existing problems.The purpose is to improve and perfect the graduate assistant system in China.Based on the principle of combining history with reality,theory with practice,this thesis studies the history and present situation of graduate assistant system by means of literature research,case study and questionnaire survey,finds out the problems,analyses the reasons,and puts forward some suggestions for improvement.On the basis of textual analysis of the graduate assistant system of 14 colleges in China and the questionnaire survey of eight universities in Nanjing,this thesis draws the following conclusion.Firstly,at the policy level,graduate assistant system generally implements decentralized management system,dynamic post setting system,open and democratic recruitment system,stratified and classified assessment system,and allowance system with equal pay for the same post.Secondly,at the practical level,graduate assistant system fails to execute centralized and unified management.People and posts are not reasonably matched.Recruitment is not open and fair.Post training fails to cover all the staff and fails to go through the whole process.Assessment is not scientific and democratic.Allowance is not fairly and reasonably distributed.Thirdly,the main causes of these problems include insufficient understanding of ideas,weak implementation of policies,imperfect talent training mode with emphasis on academic learning and less on application,imbalanced teacher-student structure,and lack of career planning.Last but not least,the construction of graduate assistant system should adhere to the general principle of giving priority to the function of talent training,and the basic principal of combining systematicness with independence,and compatible coexistence with distinctiveness.In actual work,we should make clear the goal of personnel training,set up posts according to the needs of students,and form an effective management system that integrates recruitment,training,assessment,rewards and punishments.
