Since the 1990 s,China's socialist market economy was formally established,the traditional personnel management model has been unable to adapt to the requirements of social development.In this case,the personnel agency emerged as The Times required,the enterprise became an independent employing body,gradually stripping the original social management functions,the allocation of human resources from the past planned allocation to the market choice,talent mobility greatly enhanced.In more than 20 years of development,the rapid development of personnel agents,promoting the development of the market economy,especially the private economy.But in the practice of the district and county level personnel agency,caused by a lack of government investment,less staff,such as nonstandard management,many problems exist in the service level and service quality to be improved,which requires increasing the study of county personnel agency,practical and effective improvement measures are put forward,in order to enhance the level of county level personnel agency management.This paper reviews the development process of personnel agency in Weiyang district,and expounds the establishment,functions and management effects of personnel center in Weiyang district.For accurate grasp not ended area personnel agency problems,the author of the questionnaire survey to 200 business people,to all the six staff not ended area talent center for interviews,to understand the personnel agency in xi "an not ended district in personnel agency narrow coverage,management team construction lagging behind,imperfect management mechanism,and business to deal with short four big problems,and tried to lead to the root of these problems,including the traditional administrative culture,innovation,development ability insufficient financial input,policy system lag,lack of four aspects,and lay a foundation to put forward the corresponding solution countermeasures.Finally,the author combines the prophase research work present situation,in view of the problem analysis summarized,on the basis of the theory of equity incentive theory and principal-agent,etc.,from expanding personnel agency service object,the construction of professional management team,set up perfect management mechanism,improve the level of business management four aspects put forward concrete countermeasures and Suggestions,is not ended area optimization of personnel agency reference opinions are put forward.
