In December 2014,the Ministry of Human Resources and Social Security and other five departments issued the "Notice on Further Strengthening the Personnel Archives Management Service for Mobile Personnel"(Ministry of Human Resources and Social Affairs[ 2014](No.90).Further clarification that the work of the talent service organization "archiving the Party members organization” was included in one of the seven basic public service items stipulated in the document,confirming the public welfare attributes of the mobile talented party members 'management and service work.At present,the government talent service organizations are mainly based on Personal Information Record.Under the leadership of the personnel service organizations,the management departments of Mobile Talents Party Members are established to carry out relevant work on the management and service of mobile talents Party members.This kind of affiliated mobile talent Party member management and education model has directly broken through the basic organization management and education pattern formed during the planned economy period,with the management of Party members in enterprises and institutions as the core,and the administrative management and the management of Party members 'relations as the unity.To a certain extent,the effectiveness of management and education has been challenged.All the practical difficulties in the management of floating talents have become puzzles for the government talent service organizations,which must be faced and solved.As an integral part of the basic public services of talent service institutions,the management of floating talents has undergone profound changes with the continuous development of the Reform and Opening up as well as the socialist market economy.Under the new situation of the world and national conditions,the social structure,the interest structure and the ideological concepts also go through far-reaching adjust.New problems and new contradictions are constantly emerging.How could we better improve the education,management and service work of government personnel service institutions for social mobility personnel? This has raised many new issues and challenges for various personnel service organizations at various levels.Through the use of literature analysis,data analysis,experience summarization,comparative analysis,combined with the practical experience of the management of mobile talents in all levels of talent service organization,this paper studies the current situation of the management of mobile talents members from the perspective of the grass-roots management work of talents service organizations,summarizes the management practices of the floating talents Party members,as well as innovatively applys the two-factor theory to analyze them from different perspectives.Moreover,the paper attempts to propose new management concepts and innovative management methods,which contribute to a virtuous cycle of the talents service organization in the public service management.
