Preschool education plays an important role in personal growth and long-term social development.It is an important social public welfare undertaking and is conducive to the realization of social equity.people are more pursuing high-quality and personalized preschool education services in the new era.However,there is still an obvious gap between the supply level of preschool education resources and people’s good demand for preschool education.At present,local governments in China are trying to ensure the supply of affordable preschool educational service resources through government purchasing.Theoretically,the government’s purchasing of preschool educational services realizes the transformation of the government’s identity from "producer" to "provider" of preschool education services,which is conducive to optimizing the government’s public preschool education functions,cultivating and mobilizing social forces,building a public preschool education service governance system with the participation of multiple subjects,and then improving the quantity and quality of preschool education supply,Meet people’s needs for multi-level and diversified preschool education services.However,in reality,the government’s purchasing of preschool educational services is a more complicated activity.Its purchase efficiency and quality are affected by many factors.We should plan and promote the smooth development of purchasing activities from the overall and overall perspective.Therefore,this paper focus on local government’s purchasing of preschool educational services,and under the guidance of relevant public administration theories,selects the government purchasing practice of Pudong New Area as the research carrier,and uses the strategic management triangle model analysis framework from the perspective of government strategic management,Focusing on creating and realizing the public value of government purchasing of preschool educational services,this paper systematically analyzes the purchase mission,internal and external purchase environment of local governments in China,and puts forward the optimization path and direction of local government’s purchasing of preschool educational services on the basis of summarizing successful experience and finding problems.This study mainly includes four chapters: the first chapter is the definition of the concepts and the introduction of the basic theories.On the one hand,give the definition of the core concepts,such as preschool educational services,government’s purchasing of public services and government’s purchasing of preschool educational services.On the other hand,expound the theoretical basis of this research,mainly including public value management theory,public principal-agent theory,and strategic management theory.The following chapter is to construct the theoretical framework.This chapter first introduces the origin and core elements of the strategic triangle model,then focuses on the feasibility of applying the analysis framework of the strategic triangle model to the study of the government’s purchase of preschool education services,and constructs the theoretical and logical analysis framework of this paper combined with the actual situation of the local government’s purchase of preschool education services.Case analysis is arranged for the third chapter.Taking the practice of Shanghai Pudong New Area Government’s purchase of preschool education services as a specific case,this paper systematically analyzes the practice of Pudong New Area Government’s purchase of preschool education services by using the strategic triangle model analysis framework,summarizes the successful experience in the purchase process and finds the existing problems.Chapter IV,countermeasures and suggestions.Combined with the above analysis,this paper puts forward the optimization path of local governments’ purchase of preschool education services from three aspects: clarifying the purchase mission,optimizing the purchase environment and improving the purchase behavior.
