When doing theresearch, it analyzed the possibility of the ’Government Purchasing Services’ mode on thesports resources in colleges and universities based on the ’Government PurchasingServices’ theory by using the literature resource method, questionnaire method, expertinterview method, etc. After separately randomly investigating people who are themanagements of the sports resources in colleges and universities, and the citizens whocame to use these resources in these places, it concludes from3aspects of theories,policies and practices as follow:(1) The resources of sports ground in Hangzhou are relatively rich. However, lackingthe effective opening mode, the situation is not optimistic. Opening modes arenormally like paid-opening, nonpaid-opening and synthetic of the two modes. Thenonpaid-opening resources are basically outdoor grounds which are wide andspacious arenas without subtle maintenance. The paid-opening grounds are oftenindoor gyms which cannot hold numerous people and expensive to maintaining.(2) Regarding to the policy, the authority of Hangzhou concerns the citizen sports development all the time. It proclaimed many regulations and laws that supportedthe citizen sports development. Then the theory aspect, the ‘GovernmentPurchasing Services’ theory is a gradually mature theory after developing andpracticing for many years, same as the direction of China society revolution. In thepractical aspect, regarding to the economical level of Hangzhou which has thesimilar geographical culture to Shanghai, Hangzhou should take the valuablereference about the college and university sports resources opening mode inShanghai in which the ‘Government Purchasing Services’ has been a classicexample. Thus, according to the3aspects, it is very feasible that applying the‘Government Purchasing Services’ to the sports ground resources in Hangzhou.(3) Regarding the executers, the endless help from the authorities and government inHangzhou. Referring the administers, it has massive recreational sports citizens andnumerous community sports clubs. The producer are the various resources of sportsground in colleges and universities in Hangzhou. In summary, it is extremelyfeasible to apply ‘Government Purchasing Services’ mode to the sports groundresources in Hangzhou.
