On September 13,2016,Research Results Conference on The Development of Chinese Students' Core Literacy was held at Beijing Normal University,and the overall framework for the development of Chinese students' core literacy was put forward.Since then,"core literacy" has become a hot word and a hot spot which experts and scholars research.In January 2018,the "Elderly High School Ideological and Political Curriculum Standards(2017 Edition)" proposed that the ideological and political discipline should foster students with the qualities and abilities of political identity,scientific spirit,rule of law and public participation.Cultivating the literacy of public participation among high school students is of great significance for improving the ability of high school students to participate in social public life,for the prosperity of the country,the progress of society,and the growth and development of high school students.According to the survey,as a high school student who is about to enter the ranks of adults,their knowledge of public participation is shallow,and they cannot well interface the knowledge learned on campus with the specific public affairs in real life.Secondly,for the management of social public affairs,their enthusiasm for participation is not high,and some even show attitudes that are completely unrelated to themselves.In addition,in the process of participating in public affairs,students show emotional,disordered,random and other issues.This shows that the public participation ability of high school students needs to be improved,and public participation practice has yet to be standardized and implemented.In response to the above problems,the author seriously considers,investigates and analyzes the causes of the current situation,and based on the experience of the predecessors,proposes to cultivate the core literacy of “public participation” from high school students from two aspects: classroom teaching and social practice.Specifically,The classroom teaching level is embodied in five aspects: teacher education concept,teaching content,teaching method,teaching platform and teaching evaluation.The social practice level starts from the specific form of practice,the resources of practice,and the experience of learning from American service learning.This specific way enables students to continuously enrich their public participation knowledge,establish a strong sense of public participation,enhance public participation to carry out public participation practices more effectively,improve public participation literacy,and become a responsible and qualified modern citizen.
