It is an important measure for senior high school students to implement the fundamental task of cultivating the morality and the core quality of public participation.And it is conducive for senior high school students to promoting the cultivation of the core quality of public participation and strengthen the labor education,which is one of the main contents for Chinese students to develop the core quality.On July 24,2015,opinions on strengthening labor education in primary and secondary schools issued by the Ministry of Education,the Central Committee of the Communist Youth League and the National Commission of young workers clearly pointed out that there are many problems in the current labor education in primary and secondary schools,and the society,schools and families ignore labor education and lack of labor consciousness.The development of core qualities of Chinese students published by the ministry of education in the journal of Chinese education on September 13,2016 points out that the social participation of students in the development of core qualities includes the practice and innovation of labor consciousness,which mainly refers to the respect for labor,positive working attitude and good working habits.Through these documents,it is easy to know that labor education plays an necessary role in the cultivation of students' core qualities and education' development.Therefore,based on the analysis of a large number of literature,this article first chapter and the second is about the public participate in horizon,high labor education core literacy study related concepts and their relevance,defining the problem such as the theoretical basis of this study and comb,the public participation in five core literacy content summarized as public morality,social responsibility,the people's masters happiness three categories,and respectively discusses high school labor education to cultivate their respective role.The third chapter of this paper uses questionnaire survey and individual interview to find out the problems and causes in high school labor education,and on this basis analyzes the deficiencies and causes of labor education in the cultivation of high school students' core qualities of public participation.In the fourth chapter in this paper,combining with the domestic and foreign high school labor education and public participation in the core literacy research,it accordingly puts forward some new suggestions.First,labor education cultivating high school students social morality consciousness and behavior,mainly including teachers skillfully by scene material incentive high social morality consciousness,giving full play to the moral models and model leading role,and actively participating in social practice.Second,labor education cultivates high school students' social responsibility consciousness and behavior,which mainly includes cultivating the spirit of participation and enhancing the sense of social responsibility.Third,labor education cultivates high school students' sense of happiness as masters of the country,which mainly includes the improvement of public participation consciousness,the development of innovative thinking and the active participation in democratic practice to experience the sense of happiness as masters of the country.
