The Special Post Plan(SPP) has been carried out for ten years, over five hundred thousand graduates have been recruited to service in poor rural areas as the special post teachers’,which showed great significance of enhancing rural basic education level and promoted a balanced development of urban and rural education.The reason of SPP is that our education policy tilts towards the disadvantaged. The policy of SPP, to a great extent, solved the problem of rural teachers team construction and alleviated the pressure of university students’ employment, which has become a new mechanism of rural teachers team construction in our country.During the decade, this policy has been carried out for pilot and gradually expanded the scope. It aims at completely improving the education present situation in the Midwest, and promoting a fair and balanced development of our compulsory education. Education policy reform is still the ‘good voice’ o two sessions. The implementation of SPP effectively over comes educational poverty of remote poor rural areas, and lays a foundation for the basic realization of education modernization.Yunnan province is a multi-ethnic frontier provinces in our country, strengthen the education development in Yunnan province, has important significance.The policy innovation of rural teachers supplement mechanism was first conducted in Honghe Prefecture, Yunnan Province in 2003 for the sake of alleviating teacher shortage. This successful experience awarded affirmation and praise, and became the origin of SPP.The author has two main reasons to study special post teachers policy in Yunnan area.Firstly, Yunnan province is the birthplace of special post teachers, it thu has relatively rich experience; and the large minority population makes cases more typical.Secondly, the author studies in Yunnan province, and shows great respect to those special post teachers. The author thus wants to appeal the society and government to give them more attention, encouragement and support through this paper. Until 2015,the teachers in special position of Yunnan province, up to more than 70000, have alleviated the shortage of rural teachers, improved the teaching quality of the rural basic education and has achieved remarkable results.
