On May 15,2006,the Ministry of Education,the Ministry of Finance,the Ministry of Personnel,and the Central Office jointly issued the Implementation Plan for the Special Post Plan for School Teachers in the Compulsory Education Stage in Rural Areas,and implemented the “Special Post Program for School Teachers in the Rural Compulsory Education Stage”.(Hereinafter referred to as "Special Teachers Program").As an innovative mechanism complemented by teachers in China,the “Special Teachers Program” has the task of guiding and encouraging college graduates to engage in rural education,gradually solving problems such as weak teacher resources and unreasonable structure in rural areas,and improving the overall quality of rural teachers.The role of the "Special Teachers Program" is of great significance to the development of the national education.This article conducts a field survey on the implementation effect and influencing factors of the “Special Teachers Program” in Weining County,Guizhou Province.First,this paper constructs a theoretical model that influences the effect of teacher policy implementation based on the theory of “organizational model of policy implementation” proposed by Ermel,and determines the five dimensions of organizational development,conflict negotiation,management personnel,management system,and results feedback.The secondary indicators,through questionnaire surveys and interviews with teachers of Weining County special post,and spss20.0 data analysis,obtained five factors: organizational development,conflict negotiation,management personnel,management system,and results feedback.The level is significantly positively related to the conclusion.Secondly,after conducting questionnaires and interviews with teachers in Weining County special post,we found that there are problems such as lower wages,inadequate training,and lack of transparency in the process of resource allocation during the implementation of the Weining County Special Teachers Program.Finally,based on the results of the survey and analysis,the optimization countermeasures for the implementation of Weining County “Special Teachers Program” were put forward.From the five aspects of improving the school management system,improving managerial staff ability,improving teacher organization development,resolving conflicts,strengthening consultations,and establishing feedback channels for results,corresponding improvement proposals are proposed to provide some reference for the relevant departments to improve the "Special Teachers Program" policy.
