In The Context Of Government Purchase Services Research On The Development Of County-level Private Social Workers

In July 2013,Premier Li Keqiang chaired the State Council executive meeting and proposed that “the public service items that are suitable for market-oriented methods should be handed over to social organizations,institutions and enterprises with good conditions and good reputation” to promote the government's purchase of services.Deliver more services to social organizations.The social work service organization is a non-profit social organization with professional service capabilities,and thus can serve as the main body for the government to purchase services.On the one hand,the government purchases services to transfer social services that cannot be done,inconvenienced,and done badly to social organizations,which is conducive to the transformation of their own functions.On the other hand,it also provides the main source of funds and services for the development of private social organizations.Promote the development of private social workers in terms of quantity,scale,capabilities,and service effectiveness.In recent years,the social work in the economically developed areas of China's mainland has developed rapidly,forming a relatively mature regional development model,but the county-level social work institutions in economically underdeveloped areas have very much developed countries,such as development background,operating environment and service environment.The big difference is that it is impossible to replicate the development model of developed regions,but there are few studies on county-level private social workers.As of October 2018,there are 5 private social work institutions in Lankao County.Through the investigation and research on five private social work institutions in Lankao County,the data collected by the five social work organizations in personnel and government procurement services were collected.Twenty-one people,including the heads of social work institutions,first-line social workers,and civil affairs departments,were interviewed.Using the PPP model and service-oriented government theory analysis,the main problems found are: On the one hand,the government has too much interference control over the private social work institutions,which hinders the development of social work institutions.On the other hand,the county private social workers also have insufficient service capabilities.The talent management system is unreasonable,and the supervision and training is insufficient.In response to these problems,the author puts forward targeted countermeasures and suggestions from the perspectives of the government taking administrative measures and the capacity building of private social organizations.
