Under the background of population flow,migrant workers are gathering more and more in a few mega-cities and metropolitan areas.In recent years,the trend of family migration has become more and more obvious,and the large-scale influx of migrant workers' children has begun to pay attention to the related discussion of compulsory education for migrant workers' children.In recent years,the implementation of the national urban population control policy has led to the phenomenon of "education controlling people" in many cities,which has triggered the research on the carrying capacity of compulsory education resources.The research on the carrying capacity of compulsory education resources in China started relatively late.The concept and research mechanism of the carrying capacity of compulsory education resources need to be further improved.This paper chooses Guangzhou as a case study to analyze the current situation of compulsory education resources allocation in Guangzhou in recent years,and scientifically calculate the carrying capacity of compulsory education resources in Guangzhou,in order to provide the Guangzhou Bureau of Education and the education departments of various districts with a plan to optimize the allocation of regional education resources and scientifically enhance the overall carrying capacity of compulsory education resources in Guangzhou.From the perspective of population migration theory and push-pull theory,this paper finds that one of the reasons why migrant workers' children gather in Guangzhou is the unbalanced allocation of educational resources,and concludes that the concept of carrying capacity of compulsory education resources should have the basic characteristics of dynamic change.Based on the inclusive education theory and club theory,this paper draws the conclusion that it is necessary for children to receive equal compulsory education in the influx area.Finally,from the perspective of educational ecology,it is considered that the carrying capacity of compulsory education resources is determined by the interaction of various factors in theeducation system.The balance state of the carrying capacity of compulsory education resources is a relative balance,and its carrying capacity can be scientifically judged by constructing an index system.At present,the proportion of non-local registered students in compulsory education in Guangzhou is more than 50%,and all of them are subur-banized.The number of students in primary school is obviously higher than that in junior middle school,which indicates that primary education resources are more scarce than junior middle school education resources.Although the manpower resources,material resources and financial resources in the allocation of compulsory education resources in Guangzhou in recent years have reached the per capital standard of students stipulated by GuangDong Province,it is impossible to judge whether the allocation of educational resources matches the number of students in the region.Based on the basic concept of the carrying capacity of compulsory education resources and the construction principle of indicators,this paper constructs the corresponding evaluation index system,and selects 10 indicators from the three major resources of human resources,material resources and financial resources for evaluation.Based on the concrete data of compulsory education stage in Guangzhou in 2017,this paper draws three conclusions: the unbalanced carrying capacity of compulsory education resources in different districts of Guangzhou,the great difference between carrying capacity and carrying capacity of education resources in different districts,and the different carrying status of compulsory education resources in primary and junior middle schools.Therefore,we should establish and improve the multi-level government public burden mechanism of compulsory funds for migrant children and establish the transfer model of provincial and municipal financial payments;scientifically predict the school-age population in the region,rationally plan the allocation of Regional Compulsory Education resources;establish a platform for resource sharing,relieve the excess compulsory education resources and increase the corresponding investment in the region with the burden of educational resources.The carrying capacity of compulsory education resources in the city.
