The City scale of Chengdu has been expanded since the implementation of integration with urban and county .while population of Chengdu has reached 11.396million now. so fast-growing speed of population in Chengdu brought tremendous pressures on city resources. The capacity of Ecological environment in Chengdu has decrease for constant diseased like"WenChuan earthquake"in2008, a nationwide drought in 2009. In modern city, water resource was the base of containable and sustainable development in regional population-ecology-environment, economy and society system. The daily life of urban population, production, industrial urban economy can not develop without water. Certain water only can hold certain population scale in the certain period, area and productivity conditions. Water shortage and increasing demand of water in Chengdu has became an important bottleneck which constrained the development of Chengdu.It was a reality issue that water resources of. Chengdu can support how many in the future.This paper established two modles which based on status of population and water resource in Chengdu. Final results showed that the Population Carrying Capacity of 2020 is between 12.459-15.681 million which constraining with Water Resources in Chengdu . The value was only higher than the relevant regression population for 2 million carrying. The population carrying capacity space was very limited with water resources. it was necessary to take some masseurs like executing family planning policy, guiding reasonable people's flowing, adjusting and upgrading industrial structure, reducing the dependence of economic growth on water resources, exploring more water resources, improving use efficiency of water, strengthening legal management of water resource, dealing with waste water reasonably , proposing , promoting conservation and using water scientifically.
