Chinese government has always attached great importance to the development of education.In recent years,the government investment of education has continuously increased,which accelerates the construction of infrastructure projects,especially school projects.However,there exist certain risks in the early stage of school projects,including how to select the site andhow to determine the investment scale and construction plan.At the same time,there are also some problems such as starting a project without adequate demonstration,insufficient depth of the project assessment and argumentation,and so on,which will result in mistakes in decision-making.It will not only cause financial losses to the country,but also affect the social benefits of government investment and cause negative impact on people's impression of government.The evaluation of the feasibility of educational projects is an important part of decision-making and will improve the level of scientific decision-making,optimize the layout of projects,reasonably establish standards,improve the quality of construction,and ensure the efficiency of government investment.Therefore,it is meaningful to carry out the research on the early decision-making assessment of government investment education projects.This paper analyzes the education system,public education investment model and the decision-making system of the United States,Britain,and Australia,and summarizes the reference and enlightenment of the early-stage decision-making management of China.The definition and characteristics of government investment projects,the development and reform of investment systems,the management model and approval management are introduce.In addition,the function of project assessment role,development history and current status of government investment projects in China are analyzed,and the characteristics and risks of the projects are discussed.Through analysis,the necessity,principles,and measures to strengthen the evaluation of government investment education project decision-making stageare pointed out.The methods include literature assessment,Delphi method,Analytic Hierarchy Process,and expert scoring method,which are used to determine indicators,calculate weights and construct the evaluation system.A representative example of the new campus project of Nanjing Art Primary School is selected as a case to demonstrate the rationality and effectiveness of the evaluation system of government investment education projects established in this paper.The future study of the early-stage decision-making assessment of China's government investment education projects is expected.Through the research and analysis of the early-stage decision-making assessment of government investment education projects,more scientific,reasonable,and comprehensive procedures and methods for project assessment are discussed.This research will provide reference for innovative assessment process and method,reforming the current pattern,further improvement of early-stage decision-making of government investment education projects.
