Public property as a feature of education makes different levels of public services have different characteristics.For the higher education sector,whether public colleges and universities,or private colleges and universities have showed a certain social public nature,people generally believe that higher education is also between pure public goods and private goods "quasi-public goods",has not fully non-competitive and non-exclusive,colleges and universities ought to from their own functions,play their own advantages,to provide the corresponding contents of public service for the society.The social service ability of colleges and universities is not only related to the strength and level of a school,but also determines the fate of social development to a certain extent.Therefore,it is of certain significance to realize the relatively objective evaluation of a university's social service ability level,no matter from the perspective of supply structure optimization or the improvement of public service efficiency.Throughout the current research on the evaluation of social service capabilities,it is not hard to find that scholars generally attach importance to local colleges and universities,especially application-oriented universities and vocational colleges,as the main body of social services,It is not difficult to find that scholars attach great importance to the social service of local colleges and universities,especially the applied universities and vocational colleges.In terms of evaluation research,the evaluation system for scientific research achievements of colleges and universities has been mature,but the evaluation research on the other two functions of colleges and universities and the evaluation on the overall contribution of colleges and universities from the perspective of social needs are relatively few.In view of this,this study attempts to discuss and detail the following issues: 1.What index measures through ability of social service of average undergraduate course university? 2.What evaluation methods and standards can be adopted to realize the evaluation?3.How can colleges and universities enhance and enhance their abilities through capability evaluation?Based on the theoretical and investigation analysis of previous research results,this study classifies the social service ability of colleges and universities according to their functions,including talent cultivation,scientific research and direct social service.After sorting out the current situation of social services,the index system that can evaluate the research object is selected according to the scientific and guiding principles,and the weight of the index system is determined by the analytic hierarchy process.On the basis of existing data,the grey correlation analysis method is used to construct a grey comprehensive evaluation model.Through the empirical analysis of 26 ordinary undergraduate colleges and universities in China,it is concluded from the performance of sample colleges and universities that the level of social service ability of ordinary undergraduate colleges and universities in China needs to be improved,and there is a competitive relationship among their capabilities.It has the characteristics of diverse service modes but single structure,and talent cultivation ability plays a supporting role in the social service ability of ordinary universities.Finally,this paper proposes three countermeasures and Suggestions on how to enhance the social service ability of colleges and universities,promote the improvement of social service quality,and combine with the analysis of the current situation of social service of ordinary undergraduate colleges and universities,including setting up the correct social service concept,perfecting the policies and regulations,and giving play to the guiding role of social service evaluation system.
