Evaluation And Promotion Research On Innovation Capacity Of Science And Technology In Xinjiang Universities

Technological innovation is China's national strategy,and how the technological innovation ability and level of a country and region decide the strong and powerful state of a country,and determine the level of economic and social development of a region.As a core area of the silk road economic belt,Xinjiang is located in the northwest frontier of the motherland,and is building the "experimental zone for innovation driven development of the silk road economic belt".The universities in Xinjiang serve as the main elements of innovation driving factors such as talent pool,knowledge base and basic condition platform,and are the main force to support Xinjiang's innovative development strategy.With the increasingly fierce competition in education,technology and talents and the start of "Double-First class" construction in Xinjiang,the technological innovation ability of universities in Xinjiang plays an important role in the development of innovation driven strategy and the construction of "Double-First class".For system research on basic science and technology innovation ability and the development trend of colleges and universities in Xinjiang,this research from input capability,output capability,achievement transformation ability and support ability from four aspects,to build a set of contains 31 indicators of scientific and technological innovation ability evaluation index system,to the Xinjiang institutions of higher learning of science and technology innovation ability was analyzed,and using factor analysis method from 2011 to 2015 the national 31 provinces,municipalities and autonomous regions to the national university science and technology innovation ability evaluation.The research shows that the scientific and technological innovation ability of Xinjiang universities continues to progress,and has achieved great achievements and progress.However,there are still some problems.One is that the universities in Xinjiang have irregular investment in science and technology,and their funding sources are relatively single,relying mainly on the special funds of government departments.The second is the weak capacity of science and technology output in Xinjiang universities,and mainly focuses on the paper patents,and the national science and technology progress award is less;Third,the transformation ability of science and technology achievements in Xinjiang universities is weak;Fourth,the science and technology support capacity of Xinjiang universities continues to strengthen,but the international science and technology exchanges and cooperation are weak.According to the development status of science and technology innovation capacity in Xinjiang universities,it is necessary to further understand the influencing factors that restr ict the technological innovation ability of Xinjiang universities.In this study,420 teachers fr om Xinjiang universities were selected for questionnaire survey.The analysis shows that th e inadequacy of local government investment,the lack of high level talents,lack of funding support,teachers' teaching task and lack of time to do scientific research are the most important factors that affect the scientific and technological innovation ability of colleges and universities.According to the existing problems of influencing factors and the evaluation of innovation ability,the paper puts forward the countermeasures to improve the technological innovation ability of Xinjiang universities,and the first is to ensure the steady growth of science and technology investment in Xinjiang universities.Second,strengthen the construction of science and technology innovation talent team in Xinjiang universities;Third,strengthening the transformation and service of scientific and technological innovation achievements in Xinjiang universities;Fourth,to create a good environment for scientific and technological innovation in Xinjiang universities.
