| With the rapid development of China’s economy and society,the significant improvement of people’s living standards,and the full implementation of the "healthy China 2030 plan",people’s demands for sports are soaring.On the one hand,there is a serious shortage of stadium resources in China.On the other hand,there is a widespread phenomenon of idle resources in existing stadiums,especially the low utilization rate of large stadiums after the games.Although in recent years,our country sports area per capita has increased,but with the population density is bigger than Japan,there is still a large gap in the early 1990 s Japan every ten thousand people already have 26 sports venues,the 2013 sixth national sports ground survey data show that our country sports ground insufficient number 13 per ten thousand people,is only half of the last century in Japan,however,from our country to build sports venues and fitness of population quantity of remaining land and resources,increase the possibility of sports venues per capita is limited,so revitalize the existing sports venues resources more realistic.The results show that the low utilization rate of large stadiums in China is caused by many factors.Among them,policy element is having decisive effect.In recent years,China’s policies on sports venues have been constantly improved,but the policies on public sports services and stadium operation have not been fully implemented.Under the guidance of public policy science and system theory,based on guangzhou and facing the whole country,this paper sorted out,compared and analyzed the policy dilemma in the operation of large sports venues in China.The main research conclusions are as follows:1.Through the analysis of the policy dilemma of large stadiums in guangzhou,it is found that the main problems of the yuan policy are that the local legislation needs to be strengthened,the policy content is not clear,and the policy tools are not enough.The basic policy mainly has the tax burden to restrict the stadium development,the financial subsidy standard needs to be improved,the policy implementation supervision idea is old,the energy positive policy implementation is not in place and so on.The specific policies mainly have the disadvantages of not close vertical connection of policies,not in place horizontal support and lack of policy operation mechanism.2.According to the analysis of the dilemma,the countermeasures proposed from the three dimensions of policy formulation,implementation and supervision and evaluation are as follows: policy formulation should adhere to the consistency of macro policy and micro policy,adhere to the combination of universality and particularity of policy,and increase policy support to benefit the people and open up;In terms of policy implementation,it is necessary to bridge the gap between the formulation and implementation of policies,select the objects with high approval and support for policies as policy executors,improve the incentive mechanism,regularly organize comprehensive and in-depth policy learning,and improve the quality and ability of the executors.To improve the policy feedback mechanism,policy making departments should actively listen to the policy demands of venue units,establish the linkage mechanism of policy making and implementation,and broaden the channels of public supervision. |
