With the acceleration of the development process of “Huanwan,Xiangwan,and Tongchenghua” in Quanzhou City,Fujian Province,the scope of the central city has been expanding,and a large number of children moving into the central urban area have experienced a sharp increase in the demand for primary school education resources.The saturation of educational resources in the old city is difficult to expand.The pace of education construction in the new district is difficult to meet the growing demand for education development.The resources for primary education resources in newly built communities are not in place,the distribution of quality education resources is uneven,and the total amount of educational resources is insufficient.In recent years,the Quanzhou Municipal Government has adhered to the priority of education development,and has created a strong educational district as the core goal and primary task of promoting balanced development of education.In-depth research and pre-judgment of population increase and the increase of education brought about by accompanying children have continuously optimized educational resources.Configuration,and strive to run every school so that every child can enjoy quality education on an equal footing.However,there are still many problems in the process of promoting the optimization of primary school education resource allocation in the central city.This study takes 66 primary schools in the central urban area(Licheng,Fengze)as the research object.Based on the relevant literature,we used interview method to interview the administrative departments of the central city,school administrators and teachers and parents,as a result,it revealed the problems of primary school education resource allocation in the central city and its causes are mainly lack of regional education network distribution adjustment,lack of effectiveness of supervision and management mechanism,human resource allocation and policy implementation are not in place.it is difficult to construct standardization school and the source of funding is relatively single and lacking and so on.Combined with the practice of balanced development of primary school education resources allocation in central urban area of Quanzhou City,using the theory of public goods,the theory of public service facilities allocation,and the theory of educational equity,this paper compares and analyzes the allocation of educational resources between the two regions.And I give measures based on the analyzes.the measures is as following: First,Improve the distribution of education outlets and resource utilization.Second,Strengthen supervision management and the ability to perform duties.Third,Pay attention to the balance of human resources allocation and policy implementation.Forth,Promote the implementation of school standardization construction and renovation projects in an orderly manner.Fifth,Focus on ensuring adequate and diversified financial investment.
