The High-level talents as the core strategic resources of leading industrial development,its importance is increasingly apparent day by day.The focus of government at all levels concern is how to suck in talents,retain talents,use talents and make full use of the positive effects of talent incentive policy.This paper analyses the problem of the “Home-Bay·Recruitment Program” in terms of introducing talents,cultivating,evaluating and serving.It also explores the deficiencies in personnel allocation,leadership model and executive capacity of relevant policy implementation agencies.Statistical analysis of the feedback of high-level talents in Quanzhou city on the “Home-Bay·Recruitment Program”,and analysis of the implementation of the “Home-Bay·Recruitment Program” policies of the social environment.The paper also compares and analyses the talent incentive policies of Suzhou and Xiamen,and puts forward the optimization measures of talent incentive policies to adapt to the development of Quanzhou.
