| With the continuous development of The Times,the role of innovation is increasingly obvious,it is not only to promote individual progress,but also a catalyst for the economic development of a nation and even a country.At present,China is in a period of transformation from old drivers to new ones,and the economic development has begun to slow down.The Chinese government no longer blindly pursues the improvement of economic growth,but gradually sets its sights on satisfying the long-term,healthy and stable development of the economy.In recent years,various policies have been put forward to compete for talents.The essence of talent competition is the competition of human capital at the higher level.However,at present,a large number of human capital still exist at the middle and low levels in China,and the human capital at the middle and low levels is excluded from the policy while the regions compete for talents.In view of this,this paper makes a detailed study on the relationship between the heterogeneity of human capital and regional innovation.Firstly,based on a large number of literatures,the basic hypothesis was determined on the premise of a comprehensive understanding of relevant concepts and theoretical basis,and the influence mechanism of human capital heterogeneity on regional innovation was sorted out.Secondly,panel model analysis was used to explore the influence of heterogeneity of human capital on regional innovation.Thirdly,using the threshold effect model and taking the research and development(R&D)expenditure stock as the threshold variable,the paper further analyzes the influence of human capital heterogeneity and regional innovation,and analyzes its influence mechanism.Finally,on the basis of the above research,combined with the objectives and tasks of China’s "13th five-year plan for scientific and technological innovation" and the actual situation of technological innovation development in various regions of China,further put forward the policy Suggestions on regional differentiation of China’s regional innovation development.The research conclusions of this paper are mainly as follows:Frist,there is heterogeneity in the degree of human capital’s influence on regional innovation.Specifically,low human capital will not play a role in promoting regional innovation.Intermediate human capital can promote regional innovation but to a lesser extent.As the main source of promoting regional innovation,advanced human capital promotes regional innovation significantly.Second,to research and development(R&D)funds stock for threshold variable,low-level human capital,senior human capital on regional innovation,there is no threshold effects of intermediate human capital is a threshold effect,when the research and development(R&D)funds stock is lower than the threshold,the intermediate lower level of human capital for the promotion of regional innovation,after crossing the threshold,intermediate human capital can be used as the main resources,promoting regional innovation for the promotion of regional innovation is extremely remarkable level.Therefore,for areas that have not crossed the threshold of R&D expenditure stock,increase R&D expenditure.For regions that exceed the threshold of R&D funds,intermediate human capital should be appropriately introduced to further enhance regional innovation capacity. |
