In November 2013,Two-child Policy for Couples One of Which Has No Siblings was launched,and there was no baby boom in all parts of the country after the implementation of the policy.For coping with an ageing population,and further improve adjustment of fertility policies,on October 29,2015,the decision of the fifth plenary session of the party's 18.The policy of having two children in all families will be formally implemented,since January 1,2016.The implementation effect of the policy of "universal two-child" is crucial for improving China's population structure,promoting sustainable economic development and maintaining social stability.Liupanshui city,Guizhou province located in the west of our country inland,relatively backward economic and social development,poverty is outstanding,the urbanization rate is not high,multi-ethnic mixed,which brings to the policy effective execution of the big difficulties.Therefore,it is necessary to carry out the research on the current situation of the "universal two-child" policy in Liupanshui city,and put forward countermeasures and Suggestions for the problems highlighted in the implementation of the policy.Chapter 1 introduction: the purpose and significance of the topic selection and the research ideas and methods of the thesis.Reading a lot of different period,scholars at home and abroad related articles about different fertility policy implementation,mainly including the influence factors of fertility policy,the factors influencing fertility intentions,fertility policy implementation of a comprehensive review and fertility policy adjustment in China.Based on this,the paper selected through the combination of questionnaire interview and data statistics method,to carry out "universal two-child" policy in Liupanshui empirical research,find the problems existing in the policy implementation process and puts forward corresponding countermeasures andSuggestions.Chapter 2 Relevant Concepts and Theory: Explain the concept of fertility-related majors and sort out the family planning policies at different stages in China to form the concept of "one child,Two-child Policy for Couples One of Which Has No Siblings and universal two-child" policy Connotation and relevance of the normative understanding.It discusses and concludes the related concepts and theories of policy implementation,implementation,continuation,adjustment,theoretical model of policy implementation process and fertility re-decision theory,laying the theoretical foundation for the research.Chapter 3 Liupanshui implementation of the "universal two-child" policy status survey: the implementation of "universal two-child" policy at all levels of the relevant documents to interpret the collected data to conduct a statistical analysis to grasp the population and reproductive development of Liupanshui City,Including overall status,population development status and fertility development status.Through questionnaire interviews,we conducted a thorough survey of the current status of implementation of the "universal two-child" policy in Liupanshui City,and focused on population and family planning departments and parents of two-child-bearing children.For example,the majority of people are supportive of the "comprehensive two-child" policy;the policy mainly affects the number of births of practitioners in the system;the protection of rights and interests such as educational resources,medical insurance and maternity leave are the relative measures that the target population cares about;There are some non-policy factors that affect people's fertility.Chapter 4 the problem of implementing the policy of "universal two-child" in Liupanshui city: According to the interviews with related workers and policy target groups in Liupanshui city,combining with the theories and principles of policy implementation,In-depth analysis of the implementation of "universal two-child" policy in Liupanshui City,Guizhou Province,the influencing factors.Mainly includes five parts: First,there are publicity defects in policy implementation,policy advocacy and lack of targeted issues;second,the implementation of the policy to promote.Grass-roots family planning work more difficult,social participation is not sufficient,policy-oriented population changes in the concept of birth;Third,the policy implementation of the feedback adjustment.The lack of independence of oversight bodies,the supervision is not comprehensive,the supervision channels are not smooth;Fourth,the corresponding package of measures is not perfect.Supporting policies arenot perfect,the social security system is not perfect,the relevant subsidy policy is absent;Fifth,the policy service is not perfect.Maternal and child health care is low level of matching,uneven distribution of educational resources,lack of supply,intensifying job hunting gender differences in contradictions.Chapter 5 policies and stimulate the enthusiasm of the masses.Second,increase government intervention to increase the level of family planning and management services.Third,improve the supervision system and strengthen the supervision of policy implementation.Fourth,establish and improve relevant supporting systems to reduce the number of children Fifth,improve basic public services to protect the rights
