With the development of knowledge economy and information technology,countries all over the world have realized that the strength of national power depends more and more on the quality of talents.Therefore,the OECD(Organization for economic cooperation and development)led by international organizations through the establishment of core competence framework,promote the teaching reform of the course of other ways to achieve the improvement of talents training,mainly to the United States in countries and regions with "core competence" concept of curriculum teaching reform.As the most closely related type of economic development,vocational education has been promulgated by many countries in accordance with the characteristics of their occupations "vocational core literacy" related documents.The United States Department of Labor issued the report of the Committee of Secretaries to acquire essential skills,and Germany promulgated the National skills Revitalization Strategy.Therefore,the development of vocational core literacy framework,to promote curriculum reform is an important measure to improve the quality of personnel training in secondary vocational school,but also the primary task to be solved in the current secondary vocational school.This paper is divided into four chapters:Chapter one,introduction.This paper expounds the research background of curriculum standard research and development based onvocational core literacy,sorts out the relevant research results of curriculum standard research and development on "core literacy" and "vocational core literacy" at home and abroad,determines the research significance and value of this paper,preliminarily sets the research content,and selects appropriate research methods.Chapter two,the basic content of the development of vocational core literacy of secondary vocational school students.The concepts of professional core literacy and curriculum standards used in this study are defined.This paper puts forward the framework for the development of vocational core literacy of secondary vocational school students in the course of this study.It includes two dimensions: general core literacy and workplace core literacy,cultural basis,independent development,social participation,professional role,job competence and professional ideals.At the same time,the relationship between professional core literacy and curriculum standards is simply explained.Chapter three,the basic situation of professional curriculum standard research and development in secondary vocational school.On the one hand,is the overall situation of the existing curriculum standards,from the development of the basis,the main body,content,ways and functions of the five parts;on the other hand,the existing curriculum standards of the problem analysis;It is also discussed in five parts: the concept,the main body,the content,the way and the function of discussed.Chapter four,based on the professional core literacy of secondary vocational curriculum standard research and development case exploration.Based on the research and development concept of the professional core literacy curriculum standard,this paper designs the research and development process of the secondary vocational schoolcurriculum standard,and guides the research and development of the secondary vocational professional curriculum standard.Taking the original curriculum standard of Changsha HT School as an example,the curriculum standard of "CNC turning and programming" is re-developed.Finally,the strategy of research and development based on the curriculum standard of professional core literacy is put forward.
