Study On Government Governance Of Network Public Opinion On Emergencies From "Mountain Collapse Event In Mao County"

The report of the 19 th National Congress of the Communist Party of China pointed out that we should strengthen the construction of Internet content,establish a comprehensive network management system and create a clear network space.Therefore,improving the ability of network governance is an important task of the current government.With the rapid development of mobile Internet and the updating of self-Media platform,network public opinion is becoming increasingly complex and difficult to control.And with the frequent occurrence of various emergencies,the government's management level of network public opinion on emergencies has become a key factor to test the government's governance capacity and governance system.The study of government governance of network public opinion on emergencies will help government to find out the problems existing in grass-roots governance,avoid intensification of contradictions,improve the construction of government network comprehensive governance system,standardize the network order and the self-discipline development of multiple subjects in the network and thus help to maintain the healthy development of cyberspace.Based on the network governance theory and the agenda setting theory,this paper,using the social network analysis method and the case study method,makes an empirical analysis on the network public opinion of the typical emergency-"Mountain Collapse Event in Mao County".On the research platform of Sina Microblog,100 Microblog accounts are selected as the research samples.Based on the data of mutual forwarding and comment,the relevant data is measured by UCINET software from four aspects: network density and distance,centrality,core-edge structure and structure hole.The research found that there are obvious core nodes in the network of public opinion dissemination.Apart from a few government microblogs,overall,the influence,intermediary and core of government microblogs in the governance of network public opinion need to be further improved.By analyzing reasons,it is found that this is related to the government's inadequate understanding of the network public opinion in the era of self-media,the backward governance concept of network public opinion on emergencies,the inadequate governance capacity and the complex and changeable environment of the governance of network public opinion.Finally,it attempts to discuss the countermeasures of improving the government's ability to manage the network public opinion on emergencies in five aspects.Network public opinion has been a new research field for a long time.It is a long-term process to improve the government's ability to govern network public opinion.This paper combines quantitative research method and qualitative research method to study the problems existing in the government's public opinion governance,trying to broaden the research perspective of network public opinion on emergencies and enrich the relevant research in the field of management.
