The examination and approval of teaching materials is the key "pass" for teaching materials to enter the school classroom,which is related to the direction and quality of teaching materials construction.Accordingly,each country of the world regards construction of system of examination and approval of teaching material as the main target of teaching material management.The standards-based curriculum reform in the United States puts forward new requirements and challenges to the quality of its teaching materials,which will inevitably lead to the reform and innovation of the teaching materials management system.In the United States,some states have jointly established the State Instructional Materials Review Association(SIMRA)to promote the establishment and improvement of the State teaching Materials Review system.SIMRA defined the goal and framework of state textbook examination and approval,and promoted the formation of state primary and secondary school textbook examination and approval system.For this reason,this study takes the American state textbook approval system as the research question.By reading to find relevant information and policy at home and abroad,using case analysis,the comprehensive factors,choose the United States,Tennessee,Texas and California state as a case,and comparison analysis method from the authorized subject,authorized standard,the examination and approval procedures and the examination and approval mechanism four aspects to analyze its textbook examination and approval system,compare the three cases in the state of the teaching material system of examination and approval,summarize summing up the characteristics of the system of state primary and secondary school textbooks authorized: authorized subject is hierarchy and democracy;According to the state curriculum standards and local social culture and political policies,the textbooks should be approved,which is both directional and logical.The review process is based on the periodic review mechanism,feedback mechanism,supervision mechanism and personnel training mechanism,which reflects the openness and impartiality of the review process,as well as the long-term effectiveness and motivation of the review mechanism.On this basis,it provides reference for the further improvement of the lack of diversity in the subject of the textbook approval system in China,the lack of comprehensive and specific standards for textbook approval,the lack of supervision in the process of textbook approval,the link of public evaluation and the imperfection of the review mechanism.Textbook examination and approval system in China should be explicitly authorized functions and responsibilities of subject,at all levels in the approved standards in terms of their capacity to pay more attention to national will,perfect teaching material examination standard,open and transparent examination and approval procedures,establish long-term teaching assessment mechanism,guarantee the quality of the textbooks of elementary and secondary schools in China,provide high quality resources for students learning,at the same time,also is helpful for improving the teaching quality of personnel training objectives.
