In recent years,the problem of school bullying in our country is becoming more and more serious,especially the school bullying in secondary school has attracted the attention of our country because of its bad behavior and the severity of the consequences.As one of the countries with serious problems of school bullying in the 21 st century,Japan has formed a relatively complete system of prevention and treatment system with school bullying in the more than 30 years from the definition of school bullying to the legal enrichment.China and Japan are separated only by a narrow strip of water.Exploring the research status and countermeasures of secondary school bullying in Japan,which has important reference value and guiding significance for the prevention and governance of school bullying in China.Educational insight method,comparative research,content analysis method and historical approach are the main research methods used in this paper.The history of secondary school bullying in Japan has experienced four stages: primary stage,differentiation stage,hidden stage and complex stage.Social pressure of academic qualifications,students’ character defects,spoiled families and shame-based culture are the main causes of secondary school bullying in Japan.The bullying generally involves the bullies,bullying,spectator three objects,show the language attack,violent behavior,group isolation and property plunder.The secondary school bullying not only seriously affects the physical and mental development of students and destroys the normal teaching order of the school,but also leads to the deteriorating social atmosphere in Japan.It presents the characteristics of darkness,concealment,collectivization and long-term development.In order to solve the problem of school bullying,the Japanese government specially formulated policies and guidelines for the prevention and control of school bullying.Through the establishment of local cooperative response institutions,schools set up relevant response organizations,and families strengthen the coordination of social organizations.Committed to build a top-down comprehensive management system of school bullying,and the system have shown results.Learn from the Japanese secondary school bullying problems and its response to the relevant experience.Our country should be based on the perfect of the definition of bullying,follow the characteristics and rich its connotation in the new period,regulate state education legislation to guarantee the government to make overall plans,set up a local responsibility mechanism to ensure that regional policy,improve school organization work to implement the prevention and treatment combination,share home-school social resources to build a bullying prevention network,strengthen students’ ideological education to improve children’s ability to fight back.To provide enlightenment and suggestions for our school bullying prevention and treatment workers.
