A Study Of The Bullying In Japanese Primary And Secondary School

According to the survey data on school bullying released by the MEXT of Japan in 2019,the total number of identified bullying cases was 612496,558097 more than that in 2018;The number of major incidents was 723;within the past year,30583 schools across the country had been bullied,accounting for 82.6% of the total number of schools.Thus,School bullying is rampant in Japan,which has become a serious social problem.Besides,the harm of school bullying almost runs through people's life.It not only harms the physical and mental health of the bullied,but also brings a variety of negative effects on the bullies.In this regard,Japan promulgated the "Anti bullying countermeasures Promotion Law",which raised the prevention and control of school bullying to the legal level.The act specifies the responsibilities of government departments,local public organizations,schools and guardians,and to a certain extent helps Japan to establish and improve a complementary school bullying prevention and control system from the government to local organizations,schools to families.According to the data of the national survey on school bullying conducted by the MEXT of Japan in recent 10 years,combined with the methods of literature research and content analysis,this paper studies the problem of school bullying in Japanese primary and secondary schools,and analyzes the typical cases.Through the research,it analyzes the characteristics,harm and causes of school bullying in Japan,especially the Countermeasures of school bullying in Japan.For example,the state promulgated the basic act on school bullying;special funds were allocated to provide financial support;a bullying investigation system was established to provide data support for the formulation of prevention and control measures;the government,local organizations,schools and other relevant institutions formulated their own basic guidelines for the prevention and control of bullying.On this basis,it summarizes the Enlightenment of Japan's response to school bullying to our country.Based on the theory of ecological systems theory,school bullying is caused by many factors,such as society,family,schools,students and so on.It needs all groups to work together and participate in the governance of school bullying.It can not rely on the unilateral efforts of schools alone.Learn from the Japanese secondary school bullying problems and its response to relevant experience.This paper puts forward the following suggestions for the prevention and control of school bullying in China.The results are as follows:1.To promulgate the basic act of campus bullying to ensure the safety of education;2.Construct the investigation system of campus bullying and grasp the effective data;3.Establish the prevention mechanism of bullying and strengthen the moral education of students;4.Expand bullying consultation channels and provide corresponding effective help;5.Innovate multi-party cooperation mode and pay attention to students' mental health;6.Provide special funds and subsidies from the state finance.
