Research On The Evaluation Of Inner Mongolia University Think Tank Ablity

As a government think tank and think tank,think tanks provide great help for government scientific decision-making.As a kind of think tank,college think tanks rely on the superior resources of colleges and universities,and have sufficient theoretical foundations of various disciplines,which can effectively exert the advantages of think tanks.On the occasion of the new reform of China's reforms.The "Opinions" accurately positioned the construction standards of China's new characteristic think tanks,Inner Mongolia.The construction of think tanks in the autonomous region is relatively late,and the evaluation system for the capacity and development of think tanks in Inner Mongolia is basically absent.The publication of the "Opinions" illuminates the road ahead for the construction of think tanks in Inner Mongolia.Therefore,this paper makes an evaluation of the ability of think tanks in Inner Mongolia universities according to local conditions.First,the concept definition of think tank,university think tank,think tank ability and think tank ability evaluation,followed by elite theory,multiple governance theory,knowledge management theory and fuzzy system theory as the theoretical basis;second,the development status of think tanks in Inner Mongolia universities It is described with the necessity of evaluation.The development status includes:establishment,talent gathering,impact of results,and publicity.The necessity analysis includes: making up for the existing capacity defects of the think tanks of Inner Mongolia universities,making up for the existing evaluation defects of the think tanks of Inner Mongolia universities,and benefiting Inner Mongolia college think tanks participate in the main body;third,the use of analytic hierarchy process to establish Inner Mongolia universities think tank ability evaluation index system;Fourth,the application of the established evaluation index system.The think tanks of Inner Mongolia universities are evaluated by fuzzy mathematics.The evaluation results are“general”.According to the evaluation results,the problems of intellectual inventoryin Inner Mongolia universities are analyzed,including: low operational ability,low influence and poor coordination ability.Fifth,the reasons for the problems of think tanks in Inner Mongolia universities include: internal management reasons,which are divided into three aspects: organizational structure is not standardized,lack of practical talents,and personnel assessment is unscientific;external environmental reasons are divided into lack of funding sources and lack of think tanks.The competitive market environment,the collaborative services of all parties and the weak sense of innovation are three aspects.Sixth,based on the reasons,this paper analyzes the path of improving the think tank capacity of Inner Mongolia universities,including: strengthening the internal scientific management of think tanks in Inner Mongolia,which is divided into: strengthening the top-level design,forming a standardized professional think tank organization structure,and innovating the Inner Mongolia college think tank talent mechanism,Strengthening the construction of the evaluation system for think tanks in colleges and universities;strengthening the external environment construction of think tanks in Inner Mongolia,including improving the fund management system of Inner Mongolia universities,strengthening the cooperation mechanism of think tanks in Inner Mongolia Autonomous Region,building a big data platform for Inner Mongolia think tank resource sharing,and configuring according to market mechanism Resources form an environment in which university think tanks grow in competition.
