As a new way of service supply,government purchasing service has become one of the most widely used modes of government public service governance in the world.In recent years,the financial appropriation for educational information has increased substantially,part of which is to purchase educational information services by way of market mechanism.With the continuous advancement of the market,the government's purchase of educational information services has become an inevitable requirement for the governance of educational information.Our government has also brought educational information services into the research of public service governance.The service attributes of educational informationization are becoming more and more prominent.The 13 th FiveYear Plan of Educational informationization clearly pointed out that the working principle of educational informationization is "serving the overall situation,integrating innovation,deepening application and improving mechanism".With the deep penetration of educational information in the field of education,educational information is gradually changing from function-driven to service-driven.With the advent of the era of educational information 2.0,in order to promote the integration and symbiosis of information technology and education,change the educational ecology,the important position of educational information service is self-evident,and its service quality also plays a vital role.However,the lack of evaluation indicators makes it difficult to to effectively evaluate and supervise the service quality.Therefore,from the perspective of government purchasing educational information services,this research focuses on the construction of evaluation index system of educational information service quality,to systematically and comprehensively evaluate the service quality,then realize dynamic monitoring and timely intervention of service quality.This research mainly uses the methods of literature research,investigation,focus groups and expert consultation,combined with mathematical statistical analysis,to build an evaluation model and index system of educational information service quality.It is mainly divided into the following parts:The first part is the literature research on educational information service.Through the analysis of the concepts of service,service quality,government purchasing service,educational information and educational information service,the definition of educational information service is put forward.And it also sorts out the research of service quality and educational information evaluation,then excavates the theoretical basis of the index system construction from the existing research results.The second part is the current situation survey of educational information service.Based on literature research,in order to further understand the status of educational information service,this paper conducts survey from two perspectives——service providers and service recipients.Research found that the existing educational information service quality failed to meet the expectations of service recipients,service quality is uneven,especially in the resource sector,which needs to be improved.At the same time,problems and challenges have been found.The third part is the construction of the evaluation model of educational information service quality.This model is mainly aimed at the field of basic education.Through the further analysis of the existing theoretical models,the research separates the educational information service quality from three parts: service conditions,service process and service perceivedquality,then form the evaluation model of educational information service quality,to guide the formulation of the index system.The fourth part is the formulation of the evaluation index of educational information service quality.Based on the service quality evaluation model,referring to the existing service quality standards and evaluation indicators of educational information,three parts of indicators are established respectively.After expert advice consultation by questionnaires and interviews,and discussion within the research team,the index system of educational information service quality is revised several times to complete the formulation.The fifth part is the validation of the rationality of the index system of educational information service quality.By the questionnairing the educational chief information officers and teachers,the rationality of the index system is verified by mathematical statistics analysis.According to the results of data analysis,the index system is revised again.Finally,the index system of educational information service quality is formed,which consists of 3 first-level indicators,13 second-level indicators and 70 thirdlevel indicators.
