At present,the scale of the vulnerable groups in our country has reached 180 hundred million,accounting for about 11%-14% of the total population.Given the scale and life status of the vulnerable group,to manage this type of personnel effectively would be for the entire social stability and the welfare system plays an important role in promoting the effective implementation.This article from the perspective of talent effectiveness,put the vulnerable groups regarded as a kind of effective human resources development,give full play to the talent efficiency,explore a kind of reduce the number of vulnerable groups radically and ease to the social problems of the vulnerable groups.In the study of this paper,first of all,introduces the research background and the purpose,goal and the main contents,the related research of vulnerable groups both at home and abroad,research methods and innovation.Secondly,mainly around concept of the vulnerable groups,human resources,talent efficiency and talent incentive.Thirdly,using the questionnaire survey to disadvantaged groups from huangdao district 10 towns(streets),through the questionnaire data for statistical analysis,binary logistic regression model analysis,summed up the impact of the correlation factor of the vulnerable groups talent efficiency utilization in Huangdao district.Fourth: through the deep form of case interview,using the AHP analytic hierarchy process,combined with the correlation factors,analyzing the influence factors of talent effectiveness in huangdao district,including government,society and individual.Fifth,according to the summary,this paper discusses promoting efficiency of the Huangdao vulnerable talents measures and strategies.Including perfecting the relevant laws and regulations,perfect the relevant policy,eliminate social discrimination,increase employment way and skills training,etc.Through these measures and strategies,hoping to provide some references for decision makers,have some certain reference value for regional management decision makers,the significance of reference to the management of other areas of the vulnerable groups,better to the disadvantaged groups of tap the potential of human resources and make good use of.
