The employment of the professional titles of primary and secondary school teachers is an important part of the professional title system.Primary and secondary school teachers title system reform goal of primary and secondary school teachers from identity management to post management,realize the teachers' position(title)of the unity of the appointment with post employment,job employment is to obtain the title of teacher employment to the corresponding post,under the existing appraisal and combination of policy,responsibility.it is to hire job level promotion,for teachers' post employment is the result of its responsibility.it is the title the last step of promotion.Since the establishment of the professional title system for primary and secondary school teachers in 1986,some problems of this system have been exposed to varying degrees in various places.In 2009,the state selected one prefecture-level city in shandong province,jilin province and shaanxi province to start the pilot reform of the professional title system,including the employment of primary and secondary school teachers.In September 2011,the pilot program was extended to all cities in shandong,jilin and shaanxi provinces and some important cities nationwide.In the reform process of ji 'nan Z district over the years,various pilot reform policies have been implemented,and the system of post evaluation and post employment has been implemented.The evaluation and employment of teachers' positions(titles)must be carried out within the scope of approved posts,and the employment of posts(titles)must be tied together with posts.With the deepening of the reform,some problems existing in positions and employment in Z district have caused a lot of opinions from teachers,which have also had a negative impact on teachers' career development and work enthusiasm.This problem in the employment of primary and secondary school teachers in Z district involves two aspects:the post and employment of primary and secondary school teachers.This paper focuses on these two aspects and conducts an in-depth study on the combination of these two aspects.This paper USES the literature research,data analysis,interview survey research methods,such as the Z district primary and secondary school teachers title system reform work,focusing on the Z district school of job management and hiring process carried on the thorough analysis,the problems existing in the of a careful combing,targeted Suggestions are put forward,hope to improve primary and secondary school teachers job recruitment system to provide the beneficial reference.This paper is divided into six parts.The first part describes the research background and significance of this paper,as well as the research review at home and abroad.The second part defines the core concepts of post,post employment and professional title system of primary and secondary schools.The third part introduces the basic situation of employment of primary and secondary school teachers in Z district of jinan city.The fourth part summarizes the Z district in primary and secondary school teachers job hiring problems are as follows: under the post on the obvious contradiction between supply and demand,employment can not,senior teacher professional negligent,post responsibility implementation does not reach the designated position,after employment assessment system is not scientific and so on,and analyses the causes of the problems,mainly: salary system is not reasonable,post hire a lack of viable exit mechanism,school at work to avoid conflict,there is no perfect after employment assessment guide system is established.The fifth part,according to the analysis of the reason to the problem,put forward the Z district primary and secondary school teachers job hiring countermeasures:establishing a scientific and reasonable salary system,establish job employment exit mechanism,establish and improve the teachers' evaluation after employment system,to strengthen the supervision of post employment work,puts forward the idea and caries in the hills,on the basis of introducing competition mechanism,applies a system of primary and secondary school teachers rank promotion,supplement job recruitment system.The sixth part is the conclusion and prospect,pointing out that the reform is always on the way,and the employment system of primary and secondary school teachers should be constantly improved in the dynamic development.
