Public employment services can be traced back to the UK in the early 20 th century,from the opening of the world's first national employment agency to the current public employment service system,the development of public employment services has not been able to compare with the past.Xi Jin ping stressed that "employment is the biggest livelihood of the people".Governments at all levels have always attached great importance to the supply of public services for employment,but there are still insufficient problems of unbalanced development among regions.The research is based on the theory of new public service,public goods theory and space justice theory.This study tries to establish a public employment service evaluation index system around the development level of public employment services in Midwest.This paper analyses the regional disparity and distribution of public employment service level in the central and western regions of China from 2012 to 2016.In this paper,Topsis method is used to measure the development level of public employment services in the central and Western regions,Dagum gini coefficient method and Kernel density estimation method are used to study the regional disparity and distribution of the development level of public employment services in the central and Western regions.The results show that the development level of public employment services in the central and western regions of China from 2012 to 2016 is generally low,the regional gap is large,and there is a trend of polarization.Among them,regional disparity contributes the most to regional disparity and shows a downward trend.Kernel density estimates show that the development level of public employment services in the central region has experienced a trend of first rising and then declining,while the development level of public employment services in the western region has experienced a trend of rising-declining-then rising-then declining.Based on the results of measurement and the analysis of its causes,this paper tries to put forward some countermeasures to improve the level of public employment service and narrow the regional gap around the supply,demand and supervision of public employment services in the central and western regions of China.
