During the implementation of the 12 th Five-Year Plan of the China Disabled Persons' Federation,the work of cultural and sports undertakings for the disabled has been continuously improved and strengthened.In order to meet the needs of comprehensively accelerating the well-off process,we will meet the growing demand for cultural and sports services for the disabled and guarantee their equal enjoyment of culture.The rights and interests of sports public services have been formulated in the 13 th Five-Year Plan,which proposes: creating and promoting sports programs suitable for students with disabilities.All kinds of special education schools should organize students with disabilities to carry out daily sports activities suitable for their characteristics,and carry out extracurricular sports for disabled students.Exercise and campus integration activities to protect the right to physical fitness for students with disabilities.According to the publication of relevant policy documents and data enquiries,the visually impaired students(hereinafter referred to as visually impaired students)generally have poor physical fitness and their physical education content is relatively simple.Therefore,in order to support and respond to the implementation and issuance of relevant national policies The purpose of this paper is to create a set of elastic exercises that are suitable for the physical and mental development of visually impaired students,and to promote the comprehensive development of their physical qualities,and apply them to physical education classes.In this paper,using experimental method,expert interview method,questionnaire survey method,literature data method,observation method,field investigation method,mathematical statistics method and logic analysis method,the students of Guangzhou Qiming School are selected as the research object,and Guangzhou Qiming School is selected.As a subject,the sixth grade students conducted a three-month elastic belt training.The body shape,function,quality and other items were measured before and after the experiment.The data changes before and after the experiment were compared to study the elastic belt exercise for the visually impaired students.The impact of quality intervention.After three months of experimental research,it is concluded that:1.After three months of elastic belt training,the experimental group has significantly improved its strength and flexibility.According to the analysis of themeasured data,in terms of strength and flexibility,there are significant differences between boys before and after the experiment..The elastic band is also light and portable.Therefore,for visually impaired students,the elastic band exercise created by the Institute is feasible and can effectively improve the physical fitness of visually impaired students.2.elastic belt vitality exercise has a positive effect on the physical form and function of visually impaired students.Because of the difference in physical development between male and female students,in terms of body shape and function,this set of exercises promotes boys more than girls.effect.3.According to the experimental data,the application of the elastic band in the physical education class is more targeted than the effect of the ordinary physical education class,and can improve the physical quality of the visually impaired students.The experimental group's data is in the upper limb strength and flexibility.As well as the balance,there are certain improvements,and there are significant differences,but the data of the control group shows that although there are some slight improvements in physical fitness,the effect is not very obvious.In summary,the elastic band exercises in the physical education curriculum.The references in it are reasonable and targeted.4.Due to the fun and applicability of the elastic belt,the teaching atmosphere and the classroom atmosphere are greatly enhanced,which greatly improves the learning interest of the visually impaired students and also has a significant effect on the learning effect.
