Research On The Cultivation Path Of New Professional Farmers Under The Supply-side Reform

Cultivating new professional farmers is a positive strategy for solving the problems of agriculture,rural areas and farmers,upgrading rural human capital,and promoting the development of agricultural modernization.Since 2012,the state has proposed to "strengthen the cultivation of new professional farmers",and the cultivation of new professional farmers in China has blossomed everywhere and achieved certain results.However,as China's rural economy enters a critical period of transformation and upgrading,the social economy and the farmers put forward higher requirements for the quality and level of the cultivation of new professional farmers,but the current cultivation work faces the dilemma of low quality and inefficient development.Therefore,in the current concept of the supply-side reform of social and economic development,it is necessary to analyze the supply and demand contradictory movements of the new professional farmers' cultivation from the perspective of supply-side reform,and clarify the reform path of the new professional farmers to cultivate the supply end.Then improve the quality and efficiency of the cultivation of new professional farmers and promote the development of agricultural modernization.Based on the current situation of new occupational cultivation,this research introduces the relevant theories of supply-side reform,explores the cultivation of new professional farmers from the new perspective of “supply-demand”,and creatively combines economics and education.This article is divided into six parts around this topic:The first part is the introduction,mainly expounds the research background,purposes,significance of the new professional farmers' cultivation from the perspective of supply-side reform,and gives a detailed overview of the domestic and international research status related to the cultivation of new professional farmers,and analyzes the topics and contents most closely related to this research.Through the analysis and comparison of multiple perspectives,the research direction and problems of this research are determined.Finally,the basic ideas of the research,the basic methods of research,and the research and innovation points are introduced in detail.On the basis of fully combing the research status at home and abroad,the second part clarifies and defines the core concepts of supply side reform,new professional farmers,and new professional farmers' cultivation.Secondly,it elaborates the theoretical basis of this research that provides a solid theoretical support for the theoretical construction below.Finally,it further analyzes the internal logic of the cultivation of new professional farmers under the supply-side reform,expounding the supply-side reform from three aspects: social economic development at the macro level,rural agricultural development at the meso level,and farmer development at the micro level.and clarify the necessity of exploring the cultivation of new professional farmers under the supply-side reform.The third part analysis of the main characteristics of the supply and demand of new professional farmers and effectively combines supply-side reform related theories and education supply-demand theory,outlines the theoretical analysis framework of “one basic positioning”,grasping “dynamic equilibrium at both ends” and based on “three analytical dimensions”.That is to clarify the basic positioning of the new type of professional farmers who "cultivate what level and category",grasp the dynamic balance of the contradictory movements at the "supply-end" and "demand-side",and finally propose three dimensions based on "quantity,quality and structure".On this basis,a new supply model for the cultivation of professional farmers was constructed,which laid a theoretical foundation for the implementation of the following field research.The forth part analyzes and investigates the current development and implementation status of the "college-college cooperation" in Fuping County,Shaanxi Province in the theoretical framework constructed above.Then analyze the supply and demand of the new professional farmers' cultivation activities from quantity,quality and structure.Data support is provided for the following issues and attribution analysis.The fifth part focus on the problems of the existing new professional farmers' cultivation work:The first is that the demand for farmer cultivation is strong,but the total supply is in short;the second is the contradiction between low-level supply and high-quality demand;the third is mismatch between supply structure and demand structure.and combines the theoretical basis and empirical research to analyze the existing problems from the top layer design,factor allocation,operation mechanism and guarantee mechanism.That laid the foundation for further reform ideas.The sixth part puts forward the optimization of the new professional farmers' cultivation path based on theoretical analysis and empirical research,and proposes specific implementation paths from the key,essentials,core,foundation and breakthrough of the reform: first,clarify the supply target and update the cultivation concept;second,optimize supply structure and reform the curriculum system;third,improve supply quality,innovative teaching method;fourth,build a supply environment and improve the security mechanism;fifth,strengthen supply innovation and stimulate endogenous motivation.In order to provide reference for the reform of the cultivation of new professional farmers,efforts should be made to enhance the effectiveness of cultivation.From the perspective of the supply side,this study draws on the relevant theories of pedagogy and economics,deeply analyzes the current situation,existing problems and causes of the cultivation and demand of new professional farmers,and constructs a new occupation based on supply and demand theory.The theoretical analysis framework of peasant cultivation further enriches the theory of new professional peasant cultivation,and provides a useful reference for researching and discussing the reform path of new professional peasant cultivation.
