Research On Employment Training Of Farmers In Xiongan New Area Under The Supply-side Structural Reform

After the establishment of the Xiongan New District,the original traditional industries in the three counties(Xiong County,Rongcheng,Anxin)and other regions are faced life and death choices,and there were certain losses in relocation or closure.The current permanent population of the New District is 1.0471 million,of which about 600,000 are agricultural population.Most of the indigenous farmers in the agricultural population will face the dilemma of losing their land and losing their jobs.In order to maintain social stability and solve the problem of farmers’ employment difficulties,the government has invested in recruiting excellent training institutions to implement scientific and reasonable employment training for indigenous farmers.Although the training has achieved certain results,with the development of the new district,the demand for talents in the city of the future continues to increase,and the problem of low quality and low efficiency of training has become more and more obvious.As the supply-side structural reform theory penetrates all sectors of society,the field of farmer training should also be closely integrated with this theory.In-depth exploration of the relationship between training supply and demand has important practical significance for employment training.The paper uses the literature research method to conduct in-depth research on the main content of supply-side structural reforms,supply schools and farmers’ employment training,and has a certain grasp of related concepts and evolution.The paper uses a questionnaire survey method to summarize the current situation of training supply and demand,and then analyzes the development of future employment training based on relevant documents and actual conditions.After summarizing the basic situation,the thesis is based on the supply-side structural reform theory,focusing on the problems,causes and solutions in the process of employment training.Under the supply-side structural reform,the problems of employment training for farmers in Xiongan New Area are mainly manifested in four aspects:supply quantity,supply quality,supply structure and supply efficiency.The supply quantity problem is mainly manifested as an oversupply of inefficient training and an insufficient supply of efficient training;the supply quality problem is mainly manifested as the supply quality cannot meet the needs of farmers and the supply quality cannot meet the market demand;the supply structure problem is mainly manifested as the insufficient content structure Comprehensive and relatively simple structure;the problem of supply efficiency is mainly manifested in the failure to achieve 100%completion rate and prominent employment rate.The main reasons for these problems are:Based on the current problems and reasons in the employment training of farmers in Xiongan New Area,the thesis proposes specific countermeasures based on the supply-side structural reform theory and the new public service theory:the training supplier is mainly the government and the training institutions stationed in the Xiongan New Area through government-purchased services,solving training problems requires strong support and coordination from the government and training institutions.In response to specific issues,the government must adhere to the concepts of "farmer-oriented" and "face to the future,leading demand" to carry out training work.The supplier needs to clarify the development direction and plan the supply quantity;pay attention to the needs of farmers and improve the quality of supply;perfect training courses and optimize supply structure;enrich teaching resources and improve supply efficiency.
