Research On Construction Mode Of TTCSP University Think Tank

The construction of think tank is an important way to promote the scientific,democratization and legalization of the government,and it is also an important part of promoting the governance capacity and governance system.University think tank has become an important force in the construction of the national think tank system by virtue of high-quality human resource,good interdisciplinary foundation and strong scientific research strength.In reviewing the Opinions on Strengthening the Construction of a New Think Tank with Chinese Characteristics,General Secretary Xi Jinping pointed out that think tank is the most valuable resources of the country and the nation.In recent years,the development of our think tank has made great progress and made outstanding contributions to the economic and social modernization.At the same time,the problem of the construction of think tank can not keep up with social development has become more serious,especially the lack of high-level think tank with greater influence and popularity.As an important part of the national soft power,the construction of university think tank has the practical need to solve the problems of social development.Therefore,the benign development of university think tank reflects to some extent to the construction level of national new think tank and the operational effectiveness of university think tank.Therefore,through clarifying the strategic positioning and operational elements of TTCSP university think tank,summarizing and revealing the construction and operation mode of TTCSP university think tank can provide an analytical framework and method for strategic positioning and operation mode of new university think tank with Chinese characteristics,which in turn contributes to the strategic design and operation management.It has great significance and theoretical research value to promote national economic and social development,provide scientific decision-making opinion,and upgrades soft power and international discourse power for the country.Based on the development characteristics and realization path of TTCSP university think tank,this research selects 76 global universitythink tanks from the “Best University Affiliated Think Tank” published by the University of Pennsylvania's Think Tank and Civil Society Project(TTCSP).In order to effectively study the sample data,the business mode of Nine-Factor Model is use as the theoretical basis.The research developes from eight core dimensions,that are service object,research field,research areas,function selection,funding source,core resource,key activity and partner.On this basis,six Chinese university think tanks are selected as research samples to carry out the research on the strategic positioning and operation mode of Chinese university think tank.In order to summarize and reveal the construction mode and realization path of the sustainable development of the global university think tank,it provides reference data and experience models for the creation of new university think tank and the healthy development of new university think tanks.Through the reaerch on the strategic positioning of TTCSP university think tank,the results show that:(1)TTCSP university think tank has significant homogeneity on strategic positioning.Government department is the main service object,followed by the public.The main points are the advice on politics,followed by public opinion guidance and social service.Economic,political,international relations and society are the main areas of research.Regional type is the main research areas.(2)The customer segmentation on the strategic positioning of TTCSP university think tank has functional dependence characteristics.Government department and the public are the main service object of the operation selection.The advice on politics,social service and public opinion guidance are the core contents of think tank.(3)The value proposition on the strategic positioning of TTCSP university think tank has the characteristics of unity.From the perspective of the research field of university think tank,whether it is a national issue,a regional issue or a global issue,university think tank focuses on political,social and international issues.Through the research on the operation mode of TTCSP university think tank,the results show that:(1)The funding resource on the construction and operation of TTCSP university think tank are diversified.Foundation,corporate,social,government department and research institution think tank.Academic conference is the first choice for the operation of university think tank.The new media socialization has become a new type of communication and operation mode for university think tank.(4)The strategic partner and funding source on the construction and operation of TTCSP university think tank are saaociated with each other.The strategic partner of university think tank are mainly research institution,corporate and government department.Through the research on the strategic positioning of six Chinese university think tanks,compared with the characteristic of strategic positioning of TTCSP university think tank,Chinese university think tank has distinct Chinese characteristics on strategic positioning.Regardless of the customer segmentation of the strategic positioning or the value proposition of Chinese university think tank,Chinese think tank always adheres to the political stance of the Party and the State,and will always serves as the core value for the strategic decision-making of the Party and government.In terms of operation mode:(1)The funding source on the construction and operation of Chinese university think tank characterized by limited following sapects: adapt to the new era: serving China's development,focusing on the global pattern.Undertake a new mission: docking national strategy,creating a characteristic network.Innovating new mechanism: advocating cooperation and co-construction,and carring out collaborative innovation.Expanding new method: interdisciplinary integraton,creating Chinese characteristics.The empirical research on constructin of university think tank has important practical significance for turn the abstract concept of strategic positioning and operation mode to concretion,and expand the research chain of new think tank with Chinese characteristics.Carry out research on the strategic positioning and operation mode of TTCSP university think tank,summarize and reveal the construction and operation mode of global university think tank,can enrich and expand the analytical framework of the construction of Chinese university think tank,and then contribute to the strategic design and operation management of new university think tank with Chinese characteristics.It has great practical significance and theoretical research value for the new university think tank with Chinese
