| With the continuous acceleration of the modernization of national governance capacity and governance system,think tank organizations have long been the "right-hand man" of government decision-making,assisting the government to actively respond to various challenges from major issues at home and abroad.Since the 19 th National Congress of the Communist Party of China,General Secretary Xi Jinping has repeatedly stressed the importance of the construction of new think tanks with Chinese characteristics,and university think tanks,as the most representative of the new think tanks with Chinese characteristics,are highly concerned by the state.Therefore,the government entrusts university think tanks to provide decision-making consulting services,which has gradually become an important way to promote the transformation of government functions.The key is to explore the government’s incentives for university think tanks in the entrustment service,so as to maximize the overall utility.Starting from the research status of new think tanks with Chinese characteristics,this thesis summarizes the construction,governance and evaluation of new think tanks,combs the literature,and deeply discusses the relevant research on decision-making consulting services provided by University think tanks.Based on the principal-agent theory,this thesis abstracts the relation between the actors of complex government purchase decision-making services,and focuses on the innovative incentive mechanism of a single government subject facing the agents of multiple University think tanks.Firstly,according to the internal relations of cooperation,competition or neutrality among the agents of multiple University think tanks,this thesis constructs a static incentive model under different relation modes of University think tanks,and analyzes the changes of the effort level of University think tanks and the incentive coefficient of the government under the influence of different factors.Secondly,based on the original incentive model,the reputation effect coefficient is introduced to construct a dynamic principal-agent model of government purchase decision-making consulting services considering the influence of reputation factors.According to the comparison of the solution results of decision variables in the incentive model considering reputation or not,the numerical simulation is carried out with Matlab software to verify the scientificity and effectiveness of the relevant conclusions in the incentive model.It is found that in the dynamic incentive mechanism considering the reputation effect coefficient,the relevant influencing factors involved in the model are generally better than the static incentive model without considering the reputation effect coefficient,and the utility is the greatest under the cooperation mode of University think tanks.The introduction of reputation factors can effectively promote the quality of intellectual output and the efficiency of transformation of University think tanks,and improve the total effectiveness of think tanks,the government and even the whole society.Based on the application and development of reputation effect on the innovation incentive mechanism of University think tanks,this thesis puts forward some suggestions from the aspects of constructing reputation evaluation mechanism,improving project management and supervision mechanism,improving achievement transformation and dissemination mechanism,innovative talent training and management mechanism,and establishing a platform cooperation mechanism of internal and external linkage of University think tanks,which is helpful to strengthen the integration and joint construction of University think tanks,It has important reference significance for the future development of University think tank industrialization and the improvement of national governance ability in China. |
