Research On The Path Of Improving The Influence Of Public Decision By New-type University Think Tanks In China

As an indispensable part of the new think tank system with Chinese characteristics,the new university think tank plays an important role in advising,theoretical innovation,public opinion guidance,public service and public diplomacy.Compared with other think tanks,University think tanks have the advantages of discipline,academia,talent and identity.At the same time,University think tanks are constrained by the traditional academic path,incentive assessment mechanism,lack of policy-oriented research,achievement transformation channels and other factors.The influence of public decision-making of University think tanks is insufficient compared with that of party,government and military think tanks.Accelerating the development of new-type University think tanks,optimizing the path of public decision-making influence of University think tanks,and expanding the influence of public decision-making of University think tanks are not only the needs of their own development,but also the needs of promoting the scientific democratization of public decision-making,promoting the modernization of national governance and soft power.Firstly,the paper reviews the research status of public decision-making path of think tank influence and think tank influence at home and abroad,combs the basic theory and theory of new university think tank,and analyses the advantages and relative disadvantages of University think tank in influencing public decision-making.Based on the influence theory of social structure,this paper constructs the path analysis framework of University think tanks influencing public decision-making,and the corresponding relationship between the core,center and edge levels of decision-making in social structure and University think tanks decision-making,elite and public influence.The influence of University think tanks involves decision makers,think tanks,media,other elites and the general public,and its influence on public decision-making can be divided into direct and indirect ways.On this basis,the paper makes a brief analysis of the overall development of the new university think tanks.Taking the top 100 university think tanks as an example,it makes statistics on the specific paths of the new university think tanks' participation and influence on public decision-making,such as the direct impact of acting as a consultative committee,participation in planning,legislative drafting,submission of internal reference or policy research reports,training of government officials or teaching,etc.This paper takes the Public Policy Research Institute of Zhejiang University as a typical case to analyze the specific path for University think tanks to participate in and influence public decision-making.Based on the analysis of the current situation,the paper analyses the problems of the influence of University think tanks on public decision-making in China,such as theoretical research results,poor mobility of intellectual and political talents,inadequate influence of new media public opinion and lack of advantages of characteristic brand products.The improvement of the public decision-making influence of University think tanks can not be separated from the two factors of University think tanks themselves and the government,which mainly include: difficulty in changing the role of researchers,lack of evaluation and incentive mechanism,unstable operating funds,limited channels for reporting and disseminating results,decision-making participation provided by government departments,open information,incomplete personnel flow system and so on.American University think tanks play a unique and important role in influencing the decision-making of government departments.Through the analysis of the path of American universities influencing public decision-making process,Chinese University think tanks provide experience in three aspects: talent flow and cultivation,interactive mechanism and influencing path.Finally,based on the current situation of public decision-making influence of University think tanks at home and abroad and the experience of the path of influencing public decision-making,this paper puts forward some suggestions on how to improve the decision-making influence of new university think tanks,that is,University think tanks should improve the quality of research results,establish a "revolving door" in China,widen the channels of dissemination of results,establish evaluation and incentive mechanism,expand funding sources,and improve government decision-making.Information disclosure system.Colleges and universities have four functions: personnel training,scientific research,social services and cultural inheritance and innovation.China is a country dominated by politics and administration.It is also in the new era when the construction of new think tanks with Chinese characteristics has been brought into the national strategy.Universities need to attach great importance to the construction of new think tanks and improve their capacity for building them.New University think tanks should constantly strengthen policy research,actively respond to the needs of society and public decision-making,and expand and optimize the diversification of influencing public decision-making.The path is to enhance the influence of public decision-making,realize the benign interaction between discipline construction and think tank construction,and better promote the development and construction of think tanks and universities.
